Location Strategy Project (within the Central Operations Directorate)

The Bank has sought to increase its presence across the UK to fully represent the people of the United Kingdom and to reach out to wider pools of talent. The vision for the Location Strategy Project is to help the Bank better deliver its mission and increase the trust and understanding across the whole of the UK. The project will also ensure our property solutions are sustainable for the future and support collaborative working.

We aim to do this in the following ways:

  • By growing the Leeds office to 500 people by 2027, through external recruitment and relocation from London; and establishing a permanent office.
  • Looking at how we use our office space in London and ensuring that the office is fit for the future and provides a place for all colleagues to be better supported.

The project will deliver a wide range of benefits to the Bank, colleagues and also to the wider community. These include:

  • Strengthening the role with the communities we serve through enabling visitor access and engagement.
  • Building the trust and understanding of the work of the Bank outside London.
  • Improving retention of staff and opening up opportunities outside London to a wider group of people.
  • Reducing future risks to our buildings as well as maintaining the heritage in Threadneedle Street.

This is an exciting new opportunity within the Location Strategy Project, supporting the delivery of the procurement and supplier management for the work within Threadneedle Street. The role will be based in the London project team and will focus on ensuring the successful execution of procurement and supplier management for the lifecycle of the project. The role will have a dual reporting line into the LSP London team but also into the Bank central procurement division.

The Contract and Procurement Management Lead will be responsible for supporting the successful execution of the procurement for the London build and the management of contracts. The role will have the following main roles and responsibilities:

  • Working with the wider London and procurement team to ensure LSP adheres to the procurement act in all procurements undertaken.
  • Lead and manage procurement activities in line with Bank and programme specific objectives, ensuring compliance with relevant policies and regulations.
  • Drive the Bank’s Supplier Relationship Management (SRM) programme, fostering collaborative partnerships, monitoring supplier performance, and ensuring continuous improvement across strategic suppliers.
  • Support the ongoing Cost Management processes, including change control, forecasting, early warnings, and financial reporting, to maintain transparency and control over project budgets.
  • Provide proactive risk identification and mitigation strategies, ensuring that supplier and cost risks are highlighted early and addressed effectively.
  • Collaborate with internal stakeholders to translate contractual and commercial requirements into practical guidance for the business.
  • Deliver timely, detailed, and accurate reporting to support decision-making and demonstrate value for money.
  • Work with internal and external stakeholders to ensure legislation and timelines are followed for procurement.
  • Oversee and maintain the relationship between a company and its suppliers to ensure maximum value, mitigate risks, and ensure a steady supply of goods and services.
  • Build and maintain strong, collaborative relationships with key suppliers and internal stakeholders to ensure seamless communication and operations.
  • Work with suppliers regarding contract performance metrics, management information and any risk/reward mechanisms as part of an agreed measurement approach.

Role Requirements:

  • Significant experience of leading strategic sourcing activities in a public-sector organisation.
  • Proven experience in procurement, contract management, or commercial roles within complex organisations.
  • Strong track record in implementing and managing Supplier Relationship Management programmes, including performance reviews, supplier development, and escalation processes.
  • Expertise in Cost Management, with the ability to manage change requests, produce accurate forecasts, issue early warnings, and prepare clear financial reports.
  • Possesses a detailed understanding of procurement regulations, including the implications of the new Procurement Act, and has experience managing tenders involving negotiation under these regulations.
  • Experience of working in a client-focused environment on whole project lifecycles.
  • Strong communication and stakeholder management skills, balancing commercial rigor with collaborative engagement.
  • Excellent written and verbal communication, able to present clearly and succinctly at all levels.
  • Analytical and detail-oriented, with the ability to identify and act on risks and opportunities.
  • Proactive self-starter who uses initiative and works effectively within a team.
  • Flexible and adaptable, open to change, and committed to personal development and taking on new responsibilities.

It would be advantageous to be MCIPS qualified, and have experience of programme management in the context of public-sector procurement. Experience of running procurement exercises in property/engineering/construction under the new Procurement Act. Experience of working in secure locations and in public sector facing organisations.

Salary and Benefits Information:

We encourage flexible working, part-time working and job share arrangements. Part-time salary and benefits will be on a pro-rated basis as appropriate.

For this role, we offer salaries of:

  • Leeds from £62,480 - £70,290
  • London from £69,440 - £78,120

In addition, we also offer a comprehensive benefits package:

  • Currently a non-contributory, career average pension giving you a guaranteed retirement benefit of 1/80th of your annual salary for every year worked. There is the option to increase your pension (to 1/65th) or decrease (to 1/105th) in exchange for salary through our flexible benefits programme each year.
  • A discretionary performance award based on a current award pool.
  • An 8% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
  • 26 days’ annual leave with the option to buy up to 12 additional days through flexible benefits.
  • Private medical insurance and income protection.
