The Risk Management department is responsible for developing, maintaining and promoting the Bank’s Enterprise Risk Management Framework (ERMF) and activities, and for providing independent second line of defence (2LoD) oversight for Traded Market Risk, IRRBB & FX Risk, Operational Risk and Model Risk, Climate Risk and Strategic Risk management activities in the Bank. As a Senior Vice President - Market and Liquidity Risk, you will be responsible for the strategic leadership and independent 2LoD oversight and challenge of the Banks’ financial risk profile. The role covers oversight of market risk, liquidity risk, capital risk, IRRBB, foreign exchange risk and all other associated structural balance sheet risks and regulatory reporting. This is a full time permanent role.

Key responsibilities:

  • Develop and maintain an effective independent 2LoD framework that oversees risk management activities in relation to market risk, liquidity risk, capital risk, IRRBB, FX risk and all other associated structural balance sheet risks and regulatory reporting.
  • Develop, maintain and implement sound policies in accordance with regulatory requirements, group policies and local market practices.
  • Collaborate with all 2LoD functions across the Bank to complete financial risk management activities (e.g. Risk Appetite Review, Risk Data Aggregation), and provide meaningful input and support to the effectiveness of the Bank’s Risk Management and Internal Control Committee and Board Risk Committee.
  • Oversee stress testing, scenario analysis and sensitivity analysis related to financial risks, ensuring the stress testing outputs are embedded into risk appetite, capital planning and liquidity management.
  • Lead and support enterprise-wide Financial Risk related initiatives, including participation in regulatory engagement.
  • Provide subject matter expert input to other activities, work groups and projects in the Bank (e.g. Risk Appetite, Business Strategy Review, New Products, ICAAP and Basel 3 Pillar analysis and Disclosure) where appropriate.
  • As an SME, attend and input to the Business Development Committee, Compliance Committee, Credit Risk Committee, Risk Management and Internal Control Committee and Financial Review Committee.
  • Provide senior Financial Risks SME leadership to help develop the strategic direction of the Risk Management department and ensure quality work delivery and robust internal controls are in place.
  • Ensure regular and good communication with Head Office and effective alignment, collaboration and information sharing.

Requirements:

  • Degree educated in Finance, Business Management, Mathematics, Risk Management or Economics.
  • Relevant professional qualification (e.g. FRM, PRM, CFA).
  • Excellent work experience in Financial Risk Management, Treasury and Market Risk Management, Capital Management, Regulatory Reporting (ICAAP and ILAAP) and Credit Risk/Counterparty Credit Risk Management in Wholesale and Retail Banking.
  • Extensive experience in Market Risk and Liquidity Risk Management within a regulated banking environment is essential.
  • Proven track record of engagement with the regulators (PRA and FCA) and Board level committees.
  • Proven experience of people management and development.
  • Thorough understanding of the risk management principles and practices in relation to Treasury Risk and Market risk management, liquidity/capital management and regulatory reporting, Credit/Counterparty Credit risk management, model risk management and desirably RWA management.
  • Good understanding of ICAAP and ILAAP, stress testing, capital and liquidity frameworks.
  • Excellent communication and interpersonal skills with the ability to form effective relationships at different levels and to influence and engage key stakeholders.
  • Fluency in Mandarin is preferred but not essential.
  • Excellent presentation skills.
  • Team player.
  • Good analytical and problem solving skills.
  • Excellent organisational skills.
