Reports to: Chief Executive Officer (CEO) SMF Designation: SMF2 – Chief Finance Function (subject to PRA/FCA approval) Employment Type: Full-Time, Permanent Location: London, UK Division: Finance and Treasury Salary: £80,000 Role Purpose We are seeking a highly experienced and strategic Head of Finance and Treasury to lead the financial stewardship of the Bank. This role combines hands-on execution with strategic oversight, ideal for a senior finance professional accustomed to working in agile, small-bank environments. As SMF2 under the UK Senior Managers Regime, you will have prescribed responsibility for managing the firm’s financial resources and play a central role in capital planning, regulatory reporting, and treasury operations. You will also serve as a key member of the Senior Management Team, shaping the Bank’s strategic direction and ensuring its long-term financial resilience. Key Responsibilities Financial Leadership & Reporting • Lead the Finance Division, ensuring timely and accurate production of monthly, quarterly, and annual financial statements in line with UK GAAP/IFRS. • Provide support to the Chair of the Bank’s Audit and Compliance Committee and ensuring the Committee is provided with essential financial information, including financial statements, internal control reports, and other data relevant to its terms of reference. • Oversee the preparation and submission of all regulatory returns to PRA and FCA, including COREP, FINREP, and FSA reports. • Ensure the production, accuracy, and integrity of all internal and external financial information. • Manage the Bank’s budget and business planning process in collaboration with the CEO and COO. • Act as the primary liaison for external auditors, coordinate the group reporting requirements, and the Sri Lanka National Audit Office. • Coordinate with tax advisors to ensure timely preparation and submission of the annual tax computation and returns, including aspects of group tax CbyC reporting. • Responsible for the preparation of the Bank\’s annual report and Pillar 3 statement. Regulatory, Capital & Strategic Planning • Hold prescribed responsibility for the firm’s financial resources under SMCR. • Lead the preparation, review, and submission of key regulatory documents: ICAAP, ILAAP (produced annually), and the Recovery Plan. • Coordinate firm-wide stress testing and scenario analysis to support capital and liquidity planning. • Provide weekly updates to the PRA on the Bank’s Home State and jurisdictional matters. • Provide regular updates to the PRA, as and when required Monthly: on the Sri Lankan economy. Quarterly: on business plan progress and any strategic or structural changes. Treasury & Asset-Liability Management • Provide strategic and operational oversight of the Bank’s Treasury activities and ALM framework. • Oversee daily liquidity and funding requirements with the Chief Dealer. • Secretary to ALCO meetings, ensuring effective liquidity risk management and investment oversight. Leadership & Governance • Manage and mentor a small Finance team, including the Regulatory Reporting Officer and Finance Assistant. • Ensure strong internal controls, reconciliations, and financial governance across the division. • Actively contribute to Board and Executive-level discussions on risk, strategy, and financial performance. • Secretary to the Audit Committee. Candidate Profile Essential Qualifications & Experience • Fully qualified accountant (ACA, ACCA, CIMA or equivalent). • 8–10+ years’ experience in banking or financial services, with demonstrable knowledge of UK regulatory requirements. • Prior experience in a small-bank or subsidiary environment, ideally under PRA/FCA supervision. • Strong technical understanding of ICAAP, ILAAP, Pillar 3 disclosures, and related frameworks. • Hands-on experience in both financial reporting and treasury functions. Desirable • Experience as an SMF under the UK SMCR regime. • Exposure to international reporting structures, particularly within a group or head office setting. • Familiarity with treasury dealing systems and regulatory submission tools. Skills & Competencies • Strong leadership and mentoring skills within a small, collaborative team. • Excellent planning, analytical, and organisational ability. • High level of integrity, professional judgement, and attention to detail. • Effective communicator, confident in engaging with senior internal and external stakeholders, including UK regulators. • Advanced Microsoft Excel skills and familiarity with core financial reporting systems. Regulatory Requirements This is a Senior Management Function (SMF2) role, subject to approval by the Prudential Regulation Authority (PRA) and Financial Conduct Authority (FCA). The successful candidate must demonstrate fitness and propriety in accordance with the Senior Managers and Certification Regime (SM&CR).
