Responsible for:Delivering the Business Plan and Strategy
Location:Hybrid, working across all regions of PBS4
Salary:£50,000 to £60,000 per annum, dependent upon experience

The Role

As Chief Operations Officer, you will work closely with the CEO and leadership team to translate our strategy into effective operations that deliver impact. You’ll lead and empower our passionate teams, ensuring that our support services are compliant, efficient, and truly life-changing for the people we support.

Your unique combination of leadership and operational management will be key to evolving our services and ensuring sustainable growth. This is a pivotal role in the organisation – ideal for someone with a deep understanding of social care and a values-based leadership style.

Key Responsibilities

Strategic Leadership

  • In partnership with the CEO, shape and implement the organisational vision, strategy, and objectives.
  • Develop and execute operational plans that align with both short- and long-term goals.
  • Drive innovation across services, ensuring continual improvement and responsiveness to the people we support.
  • Support the development and delivery of new services in line with the organisations objectives.

Operational Oversight

  • Oversee all operational and clinical functions to ensure high-quality, compliant service delivery.
  • Lead and mentor operational and clinical teams, fostering a culture of inclusion, accountability, and excellence.
  • Act as the Nominated Individual with the CQC, ensuring regulatory compliance and best practice in care delivery.

People & Culture

  • Support the recruitment, development, and retention of high-performing staff.
  • Foster a positive, empowering culture where staff feel valued, heard, and motivated.
  • Ensure robust onboarding, supervision, and performance management practices are in place.

Business Performance

  • Monitor organisational performance using key metrics and KPIs.
  • Support financial oversight, including budgeting, forecasting, and cash flow planning in partnership with the CEO.
  • Analyse operations to identify areas of improvement and innovation.
  • Lead on business continuity and risk management strategies.

Stakeholder Engagement

  • Build strong, trusted relationships with commissioners, partners, and external stakeholders.
  • Represent PBS4 in key meetings and forums, promoting our values and influencing sector-wide practice.

What We’re Looking For

  • Proven experience in a senior leadership role within social care, ideally with Neurodisability or learning disability services.
  • Strong operational and strategic leadership skills.
  • In-depth understanding of CQC regulations and Positive Behaviour Support (PBS) frameworks.
  • Experience in overseeing clinical services and working with multidisciplinary teams.
  • Demonstrated ability to manage change, lead teams through transformation, and foster innovation.
  • High emotional intelligence and commitment to inclusive leadership.
  • Financial acumen and experience in managing budgets and operational performance.
