Commercial Manager – Procurement, NEC4, RIBA, Construction, ECC, SC Cleared, Hybrid Working, Wiltshire
Our client, a prominent public sector organization, is seeking an experienced and SC Cleared Commercial Manager to join their Commercial team. This role focuses on delivering procurement and contract management support across the Estates Portfolio within an NEC4 framework.
Key Responsibilities:
- Provide expert procurement and contract management support for the Estates Portfolio, handling projects of varying size and complexity, primarily related to design and construction (RIBA Stages 0-7).
- Collaborate closely with Project Managers to clearly define requirements (Scope) and identify the most suitable procurement routes, often utilizing Public Sector Framework Agreements such as Crown Commercial Service.
- Develop Commercial Strategies to be included in business cases, ensuring alignment with project objectives.
- Lead pre-sourcing, sourcing, and contract management activities while effectively managing stakeholder and supplier relationships.
Essential Skills and Experience:
- Proven experience with Public Contract Regulations (PCR), Defence and Security Public Contract Regulations (DSPCR).
- Strong working knowledge of the Procurement Act 2023.
- Demonstrated experience supporting significant design and construction programmes within a commercial team.
- Extensive hands-on experience with NEC4 contracts, particularly Engineering Construction Contracts (ECC) and Professional Service Contracts (PSC). NEC4 accreditation is advantageous.
- Excellent communication skills for engaging with suppliers and internal stakeholders.
- Ability to articulate priorities and business plans clearly, ensuring projects are delivered on time, within scope, and to budget.
- Experience in placing contracts in accordance with Public Procurement Directives and Procurement Law.
