In this role you lead the university’s statutory data returns and governance, ensuring compliance and high‑quality insights. You will act as the expert on regulatory reporting (HESA, Medr and others) and guide senior stakeholders across academic and professional services. You blend strategic leadership with hands‑on delivery to improve data quality and institutional practices. Responsibilities
- Lead end‑to‑end delivery of statutory returns to HESA, Medr and other regulators with accuracy and timely submission
- Develop and execute a strategic statutory reporting approach aligned with institutional priorities
- Provide expert guidance on statutory data requirements and institutional impact
- Drive data quality improvement initiatives and embed governance across systems and processes
- Establish and maintain data governance frameworks; implement validation methodologies and controls
- Analyse complex datasets for compliance, risk, and insight; translate technical requirements for non‑specialists
- Engage senior stakeholders, train staff, and influence data management practices
- Lead process redesign and monitor regulatory developments to maintain resilience and efficiency
Key requirements
- Significant experience in statutory reporting or regulatory data management within a complex organisation
- In‑depth knowledge of statutory reporting frameworks (e.g., HESA, Medr)
- Proven track record leading complex data returns/compliance activities
- Strong understanding of data governance, quality frameworks, and audits
- Experience influencing stakeholders and improving organisational data practices
- Desirable: extensive HE statutory returns experience; knowledge of HESA data models, validation rules, and derived fields
- Desirable: project/process improvement leadership
- Desirable: ability to communicate in Welsh
- Advanced communication skills; ability to explain complex technical concepts to non‑specialists
