We are working with a local authority in the south to secure a highly skilled procurement professional to lead urgent and complex projects within their Highways and Transport department. This is a fantastic opportunity to support the delivery of high-value strategic contracts, including school and public transport, highway frameworks, and operational delivery services.
About the Interim Senior Procurement Officer – Highways Role:
- Lead Strategic Procurements: Manage end-to-end processes for transport and highway contracts, ensuring high-value delivery for the council.
- Regulatory Compliance: Ensure all activity adheres to UK public procurement regulations, the Procurement Act 2023, and local authority standing orders.
- Tender Management: Prepare comprehensive documentation, support supplier engagement, and oversee the evaluation and award stages.
- Stakeholder Advice: Provide expert guidance to internal teams on procurement strategy, risk management, and contract compliance.
- Operational Support: Assist in the development of frameworks and Dynamic Purchasing Systems (DPS) to streamline subcontractor resource.
Your Previous Experience as a Senior Procurement Officer – Highways:
- Local Government Background: Essential experience working within a local authority or similar public sector environment.
- Procurement Expertise: Proven track record in managing end-to-end procurement cycles, ideally with a focus on “Place” or infrastructure contexts.
- Technical Knowledge: Strong understanding of UK procurement legislation and contract forms, specifically NEC.
- Project Management: Ability to manage multiple high-priority projects simultaneously under tight deadlines.
