Overview

We are working with a London Borough seeking to appoint an experienced Senior Estate Surveyor on an interim basis. This role sits within a strategic asset management function and will focus on maximising value across a diverse property portfolio through proactive estate management, leasing, disposals, and acquisition activity. The successful candidate will support the delivery of the Council’s strategic asset objectives, ensuring assets are optimised to generate income, capital receipts, and wider social value.

Key Responsibilities

  • Manage a varied commercial property portfolio, acting as a corporate landlord to maximise value and performance
  • Lead on key landlord & tenant matters including rent reviews, lease renewals, licences, expiries and tenant negotiations
  • Identify and progress asset opportunities including disposals, acquisitions, and value-enhancing initiatives
  • Support the delivery of the Council’s strategic asset management framework and capital pipeline
  • Undertake asset reviews and appraisals to inform decisions on retention, disposal, and redevelopment
  • Ensure all assets remain compliant, well-managed, and aligned with statutory and contractual obligations
  • Monitor performance of the estate, including income generation, occupancy and asset optimisation
  • Manage external consultants, agents and contractors across multiple frameworks
  • Contribute to regeneration projects and complex transactions including development agreements, land assembly and joint ventures where required
  • Prepare reports, business cases and recommendations for internal governance, senior leadership and elected Members
  • Engage with stakeholders across the Council and external partners to support effective delivery

Candidate Profile

  • MRICS qualified (or equivalent) with strong general practice surveying experience
  • Proven background in estate and asset management within a local authority or public sector environment
  • Strong experience in landlord & tenant work (rent reviews, lease renewals, negotiations)
  • Demonstrable track record in disposals, acquisitions and income generation
  • Experience contributing to or delivering strategic asset management initiatives
  • Commercially minded with strong financial and valuation awareness
  • Confident managing multiple workstreams, stakeholders and competing priorities
  • Experience managing consultants and/or small teams
  • Strong reporting skills with experience presenting to senior stakeholders or Members
