Overview: £500 per day — Inside IR35 — 6 Months — London Local Authority — 2 days on-site. This is a high-level, outward-facing role focused on accelerating the supply of affordable housing. You will act as a key driver for the Council's HRA portfolio, shaping the borough-wide housing pipeline and removing barriers to delivery.

About the Housing Enabling Manager role:

  • Enabling Function: Lead the Council's efforts to support affordable and specialist housing delivery.
  • Forum Management: Facilitate strong partnerships via Registered Provider (RP) and Developer Forums and manage the Affordable Housing Framework.
  • Development Appraisal: Assess proposals, negotiate housing outputs, and ensure "best value" outcomes for the Council.
  • Expert Advice: Provide guidance on tenure mix, funding routes, delivery models, and strategic housing policy.
  • Program Oversight: Manage performance reporting, risk mitigation, and long-term programme forecasting.
  • Governance & Support: Lead the multi-disciplinary Regeneration and Development teams, providing a clear structure to support the borough's work programme.

Your previous experience as a Housing Enabling Manager:

  • Strategic Housing Expertise: Proven track record in housing regeneration, enabling, or strategic development within a Local Authority or Social Housing setting.
  • Delivery Focused: Demonstrated ability to influence the delivery of new-build affordable homes and manage complex pipelines.
  • Partnership Skills: Experience working with public and private sector partners to achieve regeneration, placemaking, and social value goals.
  • Technical Knowledge: Deep understanding of funding models, viability assessments, and planning frameworks.
