We are seeking a highly experienced Interim Head of Property to provide strategic leadership and commercial oversight for a diverse public sector estate. This pivotal role requires a seasoned leader capable of driving large-scale transformation, ensuring the portfolio is fit for purpose, and implementing robust governance through a Corporate Landlord model.
You will be responsible for the strategic direction of the estate, balancing social value with commercial acumen to optimise income and ensure the portfolio supports the wider delivery of public services.
About the Interim Head of Property role:- Asset Strategy & Portfolio Review: Lead the development and implementation of a comprehensive Asset Management Strategy, ensuring all property decisions align with long-term corporate objectives and financial sustainability.
- Corporate Landlord Implementation: Drive the transition to, or refinement of, a Corporate Landlord model to centralise property functions, improve compliance, and create a consistent approach to facilities and building management.
- Income Optimisation: Identify and execute opportunities for commercial revenue generation, including lease renewals, rent reviews, and the disposal or repurposing of underutilised assets.
- Transformation & Change Management: Lead the property department through a period of organisational change, fostering a high-performance culture and improving cross-departmental collaboration.
- Capital Programme Oversight: Provide strategic high-level oversight of capital projects, ensuring they are delivered on time, within budget, and contribute to the organisation's net-zero and sustainability targets.
- Stakeholder Engagement: Act as a key advisor to senior leadership and elected members, navigating complex political environments to gain buy-in for major property initiatives and investment cases.
Your previous experience as an Interim Head of Property:
- Senior Leadership: Proven track record as a Head of Property or Director of Estates within local government or the wider public sector.
- Commercial Acumen: Significant experience in income optimisation and commercial property management, with the ability to identify 'quick wins' and long-term value.
- Strategic Transformation: Extensive experience in implementing Corporate Landlord models and leading property departmental restructures.
- Technical Knowledge: Deep understanding of public sector finance, procurement frameworks, and statutory compliance (Health & Safety, Fire Safety, and Building Regulations).
- Communication: Exceptional ability to translate complex property data into clear, concise reports for executive boards and political committees.
