Contract duration: To be agreed – focused delivery with defined milestones. £550–£650 per day (inside IR35, flexibility for exceptional candidates). Inside IR35 (via umbrella). Hybrid working (1–2 days on site). CVs are being reviewed immediately, and interviews will be taking place week commencing 1 June 2026.

This is a rare opportunity to step into a high‑impact transformation role at pace. As Financial Transformation Lead (Adults Commissioning), you will take ownership of a critical programme of financial recovery across adult social care commissioning, with a clear mandate to recover outstanding income, strengthen systems and embed sustainable change.

Reporting into senior leadership, you will be trusted to shape both the strategy and delivery approach, operating with autonomy and authority. While technical finance support is available, this role is about leadership, grip and system change – not accountancy. You will be at the centre of complex system relationships, working closely with health partners to resolve historic issues and prevent recurrence.

  • Design and lead the overall policy and approach to financial recovery within commissioning
  • Embed robust systems and processes that strengthen financial control and performance
  • Drive debt recovery, working with ICB and health partners to reconcile and recover funding
  • Build system-wide ownership through strong relationships with operational teams and partners
  • Deliver assurance at pace, with a clear, time‑bound plan for senior leaders and auditors

Success will come from clear leadership, structured delivery and the ability to bring partners with you while maintaining pace and focus. The expectation is that you will move quickly from diagnosis to action, balancing short‑term recovery with longer‑term system improvement.

  • Proven commissioning‑led transformation experience within local government or similar public sector settings
  • Strong track record of delivery, embedding new ways of working that drive performance improvement
  • Experience influencing across organisational boundaries, particularly with health partners
  • Confidence operating independently, shaping approach and driving momentum without close oversight
  • Credibility and presence to lead complex, system‑wide change programmes
