We are seeking an experienced Housing Technical Specialist / Business Analyst to support a London local authority with the configuration, optimisation and enhancement of their NEC Housing system. This role will play a key part in improving system workflows, embedding operational processes into NEC Housing, and strengthening internal system capability across Housing services.

Housing Technical Specialist / Business Analyst role:

  • Reconfigure NEC Housing across all modules, including public‑facing portals, ensuring functionality is optimised and aligned with service requirements.
  • Analyse existing processes and user journeys to bring off-system activity into NEC Housing, reducing manual workarounds and improving consistency.
  • Lead stakeholder engagement across Housing, Repairs, Compliance, Finance and Digital teams to gather requirements and translate them into deliverable system changes.
  • Develop business cases, benefit profiles, documentation, process maps and configuration guidance to support decision-making.
  • Provide training, documentation and knowledge transfer to the BAU Applications Support team, helping build in‑house subject matter expertise.
  • Support the elimination of standalone spreadsheets by configuring NEC Housing to meet reporting, workflow and operational needs.
  • Develop a solid understanding of NEC Housing data sets to ensure data quality, alignment and appropriate system usage.
  • Contribute to UAT, system documentation, readiness activities and broader transformation workstreams.

Your experience:

  • Strong hands‑on experience configuring NEC Housing, including module setup, workflows and customer‑facing portals.
  • Background as a Business Analyst or System Analyst with experience in requirements gathering, benefits articulation, business case development and process improvement.
  • Strong understanding of user journeys and how to embed processes effectively within NEC Housing.
  • Awareness of NEC Housing data structures and how data is used across modules and reporting tools.
  • Ability to provide training, documentation and ongoing support to BAU system teams, building internal capability.
  • Experience helping services move away from spreadsheet-dependent processes through effective system configuration.
  • Excellent communication, analytical and problem‑solving skills.
  • Experience within local government or the social housing sector is highly desirable.
