Overview

Balfour Beatty Investments (BBI), a wholly owned subsidiary of Balfour Beatty plc, is seeking a Development Director to join its New Business team. This London-based role will focus on the development of new Purpose-Built Student Accommodation (PBSA) schemes across England and Scotland, supporting the continued growth of BBI’s PBSA portfolio. This is an exciting opportunity to join an established and growing team, strengthening its development capability and expertise.

You will play a key role in leading the early-stage delivery of direct-let PBSA projects, from initial site assessment through the planning process and up to the start of construction, where projects are transitioned to delivery teams. BBI is actively pursuing opportunities in major regional cities and continues to expand its presence through new university partnerships, offering a dynamic pipeline of development projects.

What you'll be doing

  • Leading the development of direct-let PBSA projects from early-stage assessment through planning and into pre-construction.
  • Taking full ownership of projects, acting as Development Lead throughout the lifecycle up to construction handover.
  • Managing and coordinating multi-disciplinary teams, including internal stakeholders and external consultants.
  • Driving the planning process, including securing planning consent and navigating key approvals.
  • Overseeing design development to optimise schemes for planning success, buildability, and commercial viability.
  • Leading contractor selection, procurement processes, and the negotiation of building contracts and associated schedules.
  • Identifying and managing key commercial, technical, and delivery risks, and implementing effective solutions.
  • Supporting wider business objectives through input into development strategy, bids, and new opportunities, including university partnerships.

Who we're looking for

  • Proven experience securing planning consent for PBSA and/or residential developments.
  • Demonstrated ability to lead multi-disciplinary project teams through planning and pre-construction phases.
  • Strong development and project leadership skills, with the confidence to take ownership of complex projects.
  • A solid understanding of design, technical, and/or commercial aspects of development (e.g. cost management, viability, buildability).
  • Experience in contractor procurement and negotiating building contracts and associated schedules.
  • Strong commercial awareness, with the ability to identify risks and drive practical solutions.
  • Excellent stakeholder management and communication skills.
