Balfour Beatty is seeking an experienced Multi‑Utilities Estimator to join our Power Transmission & Distribution business. This role will focus primarily on estimating for Multi‑Utility diversion schemes, with an immediate emphasis on a significant volume of work linked to the Lower Thames Crossing (LTC) project. The successful candidate will also provide ad‑hoc estimating support across the wider Power T&D portfolio, including Transmission and Distribution cabling and substation projects.

The role is responsible for managing all aspects of scheme development and pricing for Multi‑Utility (Power, Gas, Water & Telecoms) asset diversions associated with some of the largest infrastructure projects currently being delivered in the UK. You’ll ensure that tenders are prepared and submitted in accordance with client expectations, producing accurate, competitive, and fully compliant submissions aligned to Gated Lifecycle, Bid Governance, and Audit processes. This position provides both pre‑ and post‑contract estimating support, working collaboratively across strategy, commercial, operations, procurement, finance, insurance, and legal functions to ensure clarity and alignment with client requirements.

Balfour Beatty supports hybrid working across the UK, however due to the nature of the LTC project, candidates based in the South or East of England or able to spend significant periods on site are preferred.

Responsibilities

  • Adhere to all Gated Lifecycle, Bid Governance, and Code of Conduct requirements.
  • Maintain high‑quality estimating files and records in line with governance standards.
  • Manage subcontractor and supplier enquiries to support tender development.
  • Produce clear, accurate tender build‑ups and maintain tender‑stage risk and opportunity registers.
  • Support seamless handover to commercial, operational, and procurement teams following contract award.
  • Review and disseminate tender documentation, attend client briefings, and manage formal tender queries.
  • Complete risk grading for opportunities and ensure CRM records are accurate and up to date.
  • Build strong relationships with clients to support future business growth.
  • Ensure all estimating data, such as labour and plant rates, is current and relevant.
  • Thoroughly document estimates that meet both internal and client standards for cost transparency and benchmarking.
  • Interpret mixed, incomplete or evolving utility designs.
  • Support carbon reduction targets and management.

Qualifications

  • Proven experience in a similar estimating role, managing multiple projects simultaneously.
  • Strong understanding of Risk & Opportunity analysis and financial data.
  • Knowledge of NEC, FIDIC, and other relevant contract forms.
  • Excellent communication and presentation skills, with confidence engaging senior stakeholders and clients.
  • Proficiency in Microsoft Office and estimating software such as CANDY.
  • Knowledge of carbon reduction requirements.
