Power T&D is entering a period of major growth, with several significant projects moving through Early Contractor Involvement (ECI) and pre-construction stages. These stages are critical, linking business development to delivery and shaping every aspect of the construction phase. The Pre-Construction Manager will lead projects from ECI through detailed design to site start, ensuring smooth progression through the Gated Lifecycle governance process. This includes managing knowledge transfer, risks, and the development of robust proposals. The role focuses on delivering successful ECI and Stage One contracts for key clients such as SSEN Transmission and National Grid Electricity Transmission. It also requires strong collaboration across the wider Power T&D business to share expertise, enhance learning, and help set market-leading standards.
What you’ll be doing:
- Lead day-to-day customer engagement on assigned projects, working alongside the operational lead.
- Guide and motivate the pre-construction/ECI team, coordinating all deliverables from feasibility through to final submission.
- Help shape win strategies to progress projects successfully from feasibility/ECI to pre-construction and main works award.
- Collaborate closely with the proposals team to ensure high-quality feasibility and delivery agreement submissions.
- Clearly communicate strategy and objectives to the wider pre-construction/ECI team.
- Work with Design Leads to ensure CDM 2015 Principal Designer duties are met by either the customer or Balfour Beatty.
- Manage design meetings and consultant outputs effectively.
- Champion health and safety by design and promote early risk reduction.
- Ensure Balfour Beatty standards are consistently applied and support best-practice sharing.
- Strengthen collaboration across Power T&D, UKCS and the wider BB Group to enhance processes and knowledge.
- Produce monthly reports and communicate key messages to stakeholders.
- Support workload planning to ensure resource needs for feasibility and pre-construction are understood.
- Promote innovation across feasibility and pre-construction activities.
- Support adoption of BIM Level 2, 3D design and CGI modelling.
- Encourage design-out-defects approaches and embed lessons-learned processes.
- Develop a robust "fit-to-start" process for projects entering construction.
- Assist handover and mobilisation into the construction phase.
- Support delivery of company/regional initiatives such as 25 by 2025 and MyC.
- Mentor and develop team members, particularly in pre-construction skills.
- Ensure clients are supported with estimating, planning and regulatory submissions, carrying lessons learned into future projects.

The role requires an individual who is organised, able to manage a broad range of stakeholders and implement strategies to overcome technical challenges. They will have the ability to bring the best out of the pre-construction team while drawing on the capability of other colleagues in the region and the wider business. The individual will be from an infrastructure background, with key attributes of technical civil engineering and/or electrical engineering capability combined with a collaborative mindset. The individual will be motivated by working in an environment with highly skilled colleagues where continuous improvement and teamwork are part of business as usual.
