About The Role
Shape the future of Southampton’s highways infrastructure. We’re looking for an experienced Structures Asset Manager to lead the management of highway structures under the Highways Services Partnership (HSP) between Balfour Beatty Living Places and Southampton City Council. This is a pivotal role where you’ll act as the Technical Approval Authority (TAA), oversee inspections, and drive a rolling three-year investment programme that keeps the city moving.
What you’ll be doing:
- Serve as the Technical Approval Authority for all structures-related works, reviewing and approving technical submissions in line with DMRB, CDM regulations and SCC standards.
- Provide expert guidance on structural design, assessment and maintenance strategies.
- Lead the development and delivery of a three-year structures investment programme aligned with Southampton City Council’s Transport Asset Management Plan.
- Identify priority structures, prepare business cases and secure funding for investment schemes.
- Manage the general and principal inspection programme, ensuring compliance with national codes and local policies.
- Analyse inspection reports, conduct risk assessments and recommend interventions.
- Maintain accurate asset condition data and contribute to lifecycle planning.
- Liaise with council officers, internal teams and external consultants to ensure smooth programme delivery.
- Prepare and present reports to leadership teams and elected members, supporting strategic reviews and performance frameworks.
Who we’re looking for:
- Degree in Civil or Structural Engineering (or equivalent).
- Chartered Engineer status (ICE or IStructE) preferred.
- Proven experience managing highway structures and acting as a Technical Approval Authority.
- Strong understanding of asset management principles, inspection regimes and investment planning.
- Excellent stakeholder engagement and communication skills.
- Desirable: Experience in public‑private partnerships or local authority frameworks, knowledge of ISO 55000 and asset management systems.
