SZC is ultimately owned by two shareholders, EDF and HMG. The shareholders hold their investments in SZC through NNB Holdings Company (SZC) Limited. The shareholdings of the two shareholders will change over the course of the current shareholding arrangements.
The shareholders will fund SZC until the Financial Close through equity in line with the approved schedule and budget. SZC’s business is to design, finance, construct, commission, operate, maintain, and eventually decommission the nuclear power plant and related infrastructure (including activities relating to hydrogen, direct air capture and/or desalination) at Sizewell C in Suffolk. The principal objectives of the current development phase of the SZC project are to agree and implement the Capital Raise Plan, including completing an equity and debt raise, agree the core supply chain contracts, and obtain the regulatory permits and licences required for the construction phase of the Project (including the core environmental permits and nuclear site licence).
Before the government investment decision, SZC operated as part of EDF in the Nuclear Development business unit and was staffed by EDF colleagues and independent contractors who are now transferring to direct employment at SZC. It is setting itself up as an organisation capable of delivering a new nuclear power plant, from investment cases and funding to construction, commissioning, operations, maintenance, and decommissioning.
The SZC construction programme has a technical and commercial business case predicated on the technical replication of Hinkley Point C. EDF, with its established nuclear business footprint in the UK, will be an important supplier of nuclear capability for the SZC Programme.
Key stakeholders are the UK Government, relevant Government departments and agencies, including Treasury BEIS, EDF, Financial investors and institutions, Regulators, CWA partners and local communities.
What you’ll be doing
As part of Sizewell C (SZC)’s strategy to drive cost efficiencies in delivery of the new nuclear facility, SZC Civils Works Alliance (CWA) are cost and time estimating the project through a producing series of progressive Target Cost Outturns (TOCs) over many years.
The role will be the focal point for planning, coordinating, and reporting of all TOCs in terms of time and progress across the Civils Works Alliance (CWA) and will work closely with the CWA functions and operational leadership to ensure the TOCs planning are established to achieve the desired CWA project outcomes.
This role is fundamental in supporting the SZC CWA in driving operational efficiencies through data-driven processes and reporting.
We are seeking a highly motivated and experienced TOC Senior Planner to join our PMO team for a mega and complex construction project in the UK. In this role, you will plan, coordinate, track, influence, and report on the TOCs in terms of time and programme. You will play a critical role in ensuring transparency and accountability throughout the project lifecycle. This will include ensuring our:

TOCs are planned and coordinated with the broader CWA works.

TOC progress reports use clear communication language, graphics and charts and convey the CWA strategic messages and status to the audience of the reports.

TOC planning is fully compliant with the SZC contractual requirements and obligations.
We are looking for an individual who will:

Work with Functional and Section Leads to plan and coordinate TOC efforts.

Works for the Estimating and preconstruction teams to plan, establish and detailed programme and monitor the TOC periods.

Works with Delivery planners to ensure all TOC scope of works are fully planned and programmes are established, reviewed and signed off.

Attend TOC meetings to coordinate and influence TOC progress and raise early warning when TOCs don’t progress as planned to enable the management team to proactively mitigate delays.

Work with the CWA Delivery Leadership Team (DLT) to understand business challenges and desired outcomes.

Understand digital technology and how it can combine to provide compelling new ways of TOC planning and reporting.

Actively engage stakeholders at all levels of the CWA, from direct subcontract to the Alliance Delivery Board.

Closely liaison with the IT and Digital functions to ensure alignment around digital needs and applications.

Effectively lead and navigate the varying agendas and priorities to ensure that we maximise the impact of our current investments to return CWA benefit.

A minimum of 10 years of experience in preconstruction and project planning, with a proven track record of success in complex construction projects.

Strong understanding of project management methodologies, including Earned Value Management (EVM).

Strong written and verbal communication skills, with the ability to tailor reports to different audiences.

Competent in project management software, including scheduling and reporting tools (e.g., Primavera P6, MS Project, Power BI and other project management systems).

Excellent organizational skills and the ability to manage multiple tasks simultaneously.

Ability to work independently and as part of a team.
