We are working with a highly successful organisation based in York, North Yorkshire. They are looking to recruit a Programme Manager to work alongside the Transport Advisor to manage the Programme as it develops by:

  • Setting up, developing and overseeing working groups on a range of technical and functional subjects, as well as a Programme Board involving senior leaders.
  • Preparing a programme plan and assisting in the development of a Heads of Terms agreement with the partner authorities.
  • Developing and maintaining a detailed project programme that identifies detailed tasks, timescales for completion and important dependencies.
  • Providing immediate specialist capacity, delivery confidence, and experienced leadership to successfully manage a critical transformation agenda while strengthening broader organisational programme management capability.
  • Ensuring effective programme controls, delivery confidence, stakeholder alignment, and successful implementation of large-scale service transformation, operating within a politically sensitive and evolving environment.

Core Scope of Work

  • Programme Mobilisation and Delivery Oversight: Lead end-to-end programme and project management for a significant organisational transformation initiative. Establish and embed programme governance structures, reporting frameworks, and assurance processes. Develop and maintain integrated programme plans, milestones, dependencies, risks, and critical paths. Coordinate multiple workstreams, ensuring alignment across operational, commercial, legal, HR, finance, and service areas. Ensure effective transition from design into implementation and operational readiness.
  • Strategic Change Leadership: Provide delivery leadership across additional transformation and change projects as required. Support portfolio prioritisation, sequencing, and resource planning. Ensure projects align to organisational strategy, policy objectives, and wider transformation goals. Identify opportunities for continuous improvement, service redesign, and programme optimisation.
  • Governance, Assurance and Reporting: Design and maintain robust governance arrangements for senior leadership, boards, and political stakeholders. Prepare concise executive reports, decision papers, risk summaries, and programme briefings. Monitor programme health through KPIs, benefits tracking, financial oversight, and performance reporting. Ensure compliance with public sector governance, procurement, and assurance requirements.
  • Stakeholder and Partner Management: Build strong relationships with senior internal leaders, external delivery partners, service operators, unions, and regulatory bodies. Navigate complex stakeholder landscapes with professionalism and political awareness. Support engagement, communication, and change readiness activities across affected teams.
  • Risk, Commercial and Operational Transition: Manage complex programme risks, mitigations, and contingency planning. Oversee commercial and operational transition considerations. Support due diligence, service continuity, workforce transition, and implementation planning. Ensure delivery remains on track in a dynamic and potentially ambiguous environment.

Essential: Significant senior-level programme or project management experience delivering complex transformation programmes. Proven track record overseeing large-scale service redesign, mobilisation, or insourcing/outsourcing transitions. Experience operating within politically sensitive, multi-stakeholder, or public sector environments. Strong understanding of governance, assurance, risk, and programme controls. Demonstrable experience coordinating large, cross-functional workstreams. Ability to produce executive-level reporting, board papers, and strategic recommendations. Experience managing ambiguity, pace, and competing priorities. Strong commercial, operational, and organisational change awareness.

Desirable: Local government, combined authority, transport, infrastructure, or regulated service experience. Knowledge of public procurement, TUPE/workforce transition, or complex service commissioning. Familiarity with portfolio management methodologies (e.g. MSP, PRINCE2, Agile, PMO best practice). Experience supporting organisational maturity in programme and project delivery.

This role is due to start end of May and is initially for 3 months. Monday to Friday 9am - 5pm - hybrid after training. £26.06 per hour.
