The Director of Mental Health Services oversees all operational and programmatic activities of Baden Street Settlement’s Mental Health Services, including the Article 31 outpatient mental health clinic, which serves approximately 200 adult clients. As a key member of the agency’s Executive Leadership team, the Director must be a strong, hands-on manager, responsible for supervising approximately 10 clinical and administrative staff.
Key Responsibilities
- Oversee daily clinical and fiscal operations of the Mental Health Services department.
- Ensure timely submission of regulatory documentation, reports, and licensing credentials.
- Supervise clinical and administrative staff; consult on clinical cases as needed.
- Collaborate with the Chief Financial Officer to manage clinic billing operations.
- Ensure full compliance with New York State Office of Mental Health (OMH) regulations and local laws.
- Review and refine the business model; develop strategies to expand services.
- Lead department participation in city and state mental health initiatives.
- Conduct managerial audits and ensure quality assurance standards are met.
- Recruit, hire, train, and evaluate clinical and administrative staff.
- Facilitate clinical case conferences and maintain Clinical Policies & Procedures manual.
- Receive referrals and oversee case assignments.
- Organize in-service training for clinical staff and coordinate with internal/external partners for additional training needs.
- Report to the Executive Director and Board of Directors as required.
- Perform additional duties as assigned.
Qualifications
- Licensed Clinical Social Worker (LCSW) or PhD in Psychology with current NYS licensure.
- Minimum 5 years of experience in management and staff supervision.
- Strong knowledge of Article 31 mental health clinics and OMH regulations.
- Proficiency in Article 31 billing procedures and regulatory compliance.
- Demonstrated ability to build and sustain relationships with referral sources, local governments, funders, and community stakeholders.
- Excellent written and verbal communication skills.
- Strong interpersonal, analytical, and organizational abilities.
- High level of personal and professional integrity.
- Proven leadership and team management experience.
- Innovative problem-solving capabilities and a dedicated work ethic.
- Proficiency with computer systems and documentation tools.
- Must pass all NYS OMH background checks, including OCFS, fingerprinting, and staff exclusion list review.
