Pricing of civil engineering works to secure new projects for the Scotland Projects Division.
This Includes
- The preparation of accurate budgets, cost advice, and formal tenders that are clearly detailed, competitive, and returned within deadlines.
- Ensuring high quality, competitive proposals are delivered to the client in a manner consistent with the Division’s strategy and the overall Business Unit’s procedures.
Main Purpose Of Job
- To lead the divisional estimating team ensuring all leads / tenders are recorded and tracked on SalesForce and that enquiries are formally acknowledged and returned within the agreed timescales or, an appropriate decline and follow up is provided to the client.
- Lead with proposing tendering strategies to the New Business Manager, Divisional Director and the wider team.
- Attend the tendering meeting on a weekly basis.
- To provide support to the submission of Prequalification Questionnaires and record progress of these submissions at the weekly meeting.
- Develop and maintain excellent relationships with existing and prospective clients and engineering/cost consultants to promote further business pipeline opportunities alongside the New Business Manager.
- To seek out new business opportunities alongside the New Business Manager and sell all our existing services.
- Increase the frequency and value / margin of revenue generating tenders to assist with the overall growth of the Division and in particular new business lines.
- Co-ordinate with the Commercial Team to review commercial terms during tendering and/or contract negotiations.
- Seek support from the Divisional Contracts Manager / Head of Operations / Engineering Manager for technical and operational input for tenders.
Key Tasks
New Business
- Ensure the Engineering department is supported in identifying and producing innovative and value engineered solutions and that all identified risks are mitigated.
- Ensure correct methods, outputs and plant/resources are selected to deliver the solution.
- Target sustainable markets and sell new techniques and sustainable solutions to customers.
Client Focus
- Pro-actively identify and pursue new clients and growth from existing clients in new areas.
- Ensure effective communication with clients during and most importantly after the bid process to maximise our opportunities and to build long term relationships and encourage repeat work.
- Provide considered responses to client questions, including post tender queries.
- Present tender proposals to clients, and contribute to client meetings during the tender process.
- Manage and coordinate the preparation of tender price schedules in accordance with pricing strategy and risk assessments appropriate for the opportunity.
- Ensure that cost plans are accurate and reflect the project requirements and risk profile.
Operational Excellence
- Carry out initial review of all Opportunities and complete the Go / No-Go process with the New Business Manager.
- Ensure bid teams conduct launch meetings, mid tender and closing meetings as appropriate for the Opportunity scale and risk profile in accordance with the company Estimating Works Procedure, and involve various Business Unit/Soletanche Bachy Group departments as necessary.
- Overseeing and checking all budgets / tenders before submissions, ensuring they are accurate, fully considered and well-presented to meet client expectations.
- Provide input for the Divisional Director’s submission of monthly financial reporting
- Coordinate multiple tenders simultaneously as well as reviewing the responsibility for multiple or large tenders.
- Oversee the review of engineering options including the review of tender documents (e.g., drawings, specifications, site investigation, client requirements) and tender submission requirements, ensuring the evaluation of all relevant information in the bid process.
- Ensure the Engineering, Commercial, and Operational departments are involved with Opportunities as and when required.
- Ensure the Divisional Operational and Commercial teams receive an effective handover of a project as soon as it becomes clear an Opportunity has been secured, including ensuring the completion of the Contract Handover (CR14-1 and CR14-2) documentation.
