Overview
As Commercial Manager, you will lead commercial governance for large, regulated construction programmes within the Naval Nuclear team at Devonport. You’ll shape tendering, cost estimating, and contract management to enable delivery of high-value defence infrastructure. The role sits at the heart of cross-functional collaboration with senior stakeholders to ensure compliant, confident project execution. It offers the chance to influence multi-billion portfolios and progress national security infrastructure.

Responsibilities
- Provide commercial governance for tenders, contract reviews, change control and risk management across complex infrastructure programmes
- Prepare and validate cost estimates, budgets, forecasts, cashflows and VOWD for multiple project work packages
- Lead subcontract tendering including bid evaluation, negotiation and contract award
- Negotiate NEC4 terms to secure strong commercial outcomes and manage contract scope
- Act as escalation point for high‑risk commercial issues to support governance and delivery
Key requirements
- Significant experience managing large, complex construction contracts and bids within regulated environments
- Proven experience managing MEP packages across full project lifecycles
- Strong negotiation skills and ability to build effective stakeholder relationships
- In-depth knowledge of NEC4 ECC, PSC and ECSC (Options A–E)
