The role involves leading one of the most strategically significant programmes within Babcock. This is an exceptional opportunity to drive the successful implementation and delivery of major programmes that strengthen the capability, capacity and resilience across Devonport, the largest naval support site in Western Europe.
Day-to-day, you’ll play a vital role in safeguarding national defence by aligning strategic investments, accelerating improvements to operational infrastructure, embedding high‑quality governance and ensuring the delivery of benefits that directly support the Ministry of Defence. This is a senior leadership position where your influence will shape the future of the site and contribute to meaningful, long‑term improvements for the organisation, its customers and wider UK Defence.
- Lead the overall PCCR programme strategy, ensuring alignment with Babcock’s corporate goals and long‑term planning.
- Oversee programme‑level governance, ensuring strong decision‑making, risk management and clear benefit tracking.
- Shape and manage resource and capacity planning, working closely with HR, finance and delivery teams to resolve constraints.
- Engage senior leaders and external partners, building trusted relationships and communicating progress with clarity and confidence.
- Drive continuous improvement, embedding best‑practice programme and project management into the programme.
This role is full time, 35 hours per week and is based on site at Devonport Royal Dockyard.
Essential experience:
- Significant experience leading large, complex programmes in environments such as defence, public sector, regulated industry, infrastructure or technology.
- Proven ability to oversee multi‑million‑pound programmes with complex interdependencies.
- Strong understanding of programme and project methodologies (e.g., MSP, PRINCE2, Agile).
- Demonstrated leadership and influencing capability at executive or board level.
- Strong financial acumen, including experience with business cases, investment appraisal and benefits tracking.
Qualifications:
- Extensive recent and relevant experience in a similar environment or business sector.
- Additional qualifications in programme management, strategy, organisational design or advanced programme leadership – desirable.
Security Clearance: The successful candidate must be able to achieve and maintain Security Check (SC) security clearance for this role. Many of the positions within our company are subject to national security clearance and Trade Control restrictions. This means that your eligibility for certain roles may be affected by your place of birth, nationality, current or former citizenship, and any residency you hold or have held.
