The Role
As a Capital Planning Manager, you’ll take on a pivotal role within our Capital Planning Group, helping to shape and deliver the strategic investment planning that underpins the future of Devonport Dockyard’s critical infrastructure. Your work will support the UK submarine programmes and other major facilities that enable national defence capability, contributing to projects with long-term significance for the Ministry of Defence and the UK’s operational readiness. Day-to-day, you’ll lead the development of early-stage major project proposals, capture requirements, shape investment direction and create robust, Green Book–compliant business cases that enable informed, strategic decision-making.
Responsibilities
- Capture and develop investment requirements for your designated business area.
- Identify opportunities to bundle project streams into strategic programmes and lead early-stage development activities.
- Develop robust, Green Book–compliant business cases with cross-functional support to guide investment decisions.
- Manage early project lifecycle stages, including facilitation of initial Global Project Management Framework gate reviews.
- Support the CapEx Planning Team with business case development for large or complex internally funded projects and programmes.
This role is full time, 35 hours per week and provides hybrid working arrangements with 2–3 days in the office/onsite and may require occasional travel to other UK sites.
Essential Experience
- Experience managing capital budgets, financial forecasting and expenditure tracking.
- Background in strategic planning or programme management environments.
- Proven ability to write robust business cases.
- Strong senior stakeholder management skills, ideally including exposure to HM Armed Forces or government stakeholders.
- Experience managing public funds (advantageous).
Qualifications
- Educated to HNC/HND level or able to demonstrate equivalent proven experience.
- PMP (Project Management Professional) qualification involving project oversight.
- Further project management training or experience supporting large-scale infrastructure planning – Desirable.
