Do you have experience leading the implementation of changes arising from a policy review within a regulated environment? This consulting opportunity is to support our client, a leading financial services regulatory organisation, in reviewing its APP scams reimbursement policies following an independent evaluation and implementing resulting changes. The work will support a planned consultation in December 2026.

The project needs a consultant who has:

  • senior-level project delivery experience in a policy or regulated environment
  • previous experience developing policy proposals and presenting recommendations to leadership
  • strong judgement in multidisciplinary policy settings
  • collaborative stakeholder and influencing capability

Key services:

  • review existing policies against the independent evaluation findings to lead and contribute to policy workstreams and supporting analysis
  • oversee robust policy and economic analysis
  • draft briefings, papers and policy recommendations for the authorities
  • leadership support
  • support junior colleagues through knowledge sharing and best practice

Mandatory Requirements:

  • project delivery experience in a policy or regulated environment
  • previous experience developing policy proposals and presenting recommendations to leadership
  • experience leading workstreams, planning activity and working to deadlines
  • prior experience working within a regulator
  • ability to identify and manage delivery risks and opportunities
  • ability to distil complex issues into succinct written and verbal messages
  • confidence presenting to internal and external stakeholders

Optional Requirements:

  • strong relationship-building and influencing skills at senior levels
  • excellent prioritisation skills
  • experience exercising judgement within multidisciplinary teams
  • ability to balance conflicting views while maintaining focus on agreed objectives

Working Pattern: 50% London, 50% Remote

Contract Type: Inside IR35

Start: August 2026

Duration: 4–5 months, with an option to extend for a further three months
