HR Manager Blackburn Location: Blackburn, BB1 Salary: £35,000 £38,000 per annum Job Type: Full-time, 37.5 hours per week Working Pattern: Office-based with the option to work from home 1 day per week About the Role An exciting opportunity has arisen for an experienced HR Manager to join a growing organisation operating across Childrens Social Care and Independent Fostering . This is a key position supporting senior leadership teams, Registered Managers and employees across the full employee lifecycle. The successful candidate will play a central role in safer recruitment, employee relations, safeguarding, workforce planning, learning and development and HR compliance , ensuring the organisation continues to meet the highest professional and regulatory standards. Key Responsibilities Lead and manage the full employee lifecycle. Provide professional HR advice and support to senior leaders and Registered Managers. Lead and oversee safer recruitment processes. Manage DBS, right-to-work, references, qualification and employment checks. Manage complex employee relations matters, including disciplinary, grievance, capability and performance cases. Support workforce planning and organisational development. Develop, review and implement HR policies and procedures. Identify training needs and support learning and development programmes. Monitor staff absence, performance and employee wellbeing. Support safeguarding processes and maintain appropriate employment records. Ensure compliance with employment legislation and relevant regulatory requirements. Prepare workforce information and documentation for Ofsted and other regulatory inspections. Promote employee engagement, retention and a positive organisational culture. About You We are looking for an experienced HR professional who can operate confidently at both a strategic and operational level. You will ideally have: Significant HR management experience.
