We support clients across the healthcare, defence, leisure, heritage, commercial and education sectors, delivering essential building services. As part of the Axis CLC group, backed by over 110 years of combined experience across the organisation, we offer responsive repairs, planned maintenance, compliance, decarbonisation and refurbishment solutions nationwide.
CLC is delivering a longâterm programme of planned refurbishment works on behalf of Norwich City Council, working across occupied residential properties. We are looking for an experienced Senior Quantity Surveyor to support the commercial management and financial performance of this programme.
The Role
This is a key role within the commercial team, responsible for ensuring cost control, value for money and robust commercial governance across the contract. The role suits a Quantity Surveyor who is comfortable working in a structured, frameworkâdriven environment and who values consistency, accuracy and collaboration.
Responsibilities
- Managing the commercial and financial performance of planned refurbishment works
- Preparing and reviewing valuations, cost reports and forecasts
- Managing subcontractor accounts, applications and final accounts
- Controlling variations, ensuring accurate pricing and commercial justification
- Supporting the preparation of budgets, cashflow forecasts and cost value reconciliations
- Working closely with operational teams to ensure alignment between delivery and commercial outcomes
- Ensuring compliance with contract terms, schedule of rates and client requirements
- Identifying and managing commercial risks and opportunities
- Supporting audits, reporting and internal governance processes
This role requires strong commercial judgement, attention to detail and the ability to build effective working relationships across operational and client teams.
About You
- Proven experience as a Quantity Surveyor or Senior Quantity Surveyor within construction, refurbishment or social housing
- Experience working on planned works or frameworkâbased contracts
- Strong commercial awareness and cost control capability
- Confidence managing subcontractor accounts and valuations
- Good working knowledge of contractual and commercial processes
- Strong communication and stakeholder management skills
- IT literacy, including Excel and commercial systems
Desirable
- Relevant construction or commercial qualification (HNC/HND/Degree)
- Experience working on local authority or housing framework contracts
