An exciting opportunity for an experienced estates and facilities management professional with expertise in PFI contracts, asset management, building compliance, hard FM and public sector estates operations.
This role is known internally as an Estate Compliance Manager (PFI).
SALARY: £49,178 to £52,937 per annum + Benefits
LOCATION: Hybrid working from the office in Matlock, Derbyshire, East Midlands (DE4) and from home
JOB TYPE: Full-Time, 12 Month Fixed Term Contract (from start date)

JOB OVERVIEW
We have a fantastic new job opportunity for an Estates & PFI Compliance Manager with previous experience managing facilities management contracts, estates compliance, asset management and PFI contracts within a complex public sector environment. As the Estates & PFI Compliance Manager you will oversee the technical and contractual management of school estates, ensuring buildings remain safe, compliant and fit for purpose while supporting lifecycle management, building compliance and long-term estate strategy.
Working closely with contractors, schools and senior stakeholders, the Estates & PFI Compliance Manager will lead hard FM performance monitoring, compliance audits, financial reconciliation, facilities management delivery and PFI handback planning across the estate portfolio.
DUTIES
- Lead Estate Compliance: Manage estate compliance and technical oversight across PFI contracts to ensure statutory and contractual obligations are achieved
- Manage FM Contracts: Oversee hard and soft facilities management contracts, service delivery standards, KPIs and performance frameworks
- Monitor Financial Performance: Review unitary charge payments, lifecycle costs, utilities reconciliation, insurance reviews and financial submissions
- Apply Contractual Measures: Challenge service failures and apply contractual deductions where standards are not met
- Conduct Compliance Audits: Carry out PPM audits, condition surveys, lifecycle reviews and energy management assessments
- Support PFI Handback: Contribute to PFI contract expiry and handback arrangements to ensure assets are returned in a compliant and sustainable condition
- Provide Technical Leadership: Act as the organisations lead advisor on estates compliance, PFI contracts and building systems
- Manage Stakeholder Relationships: Build effective relationships with schools, governors, contractors and internal teams
- Lead and Support Staff: Line manage and mentor PFI Project Officers, supporting workload management and professional development
- Prepare Technical Reports: Produce clear compliance updates, asset management reports and contractual recommendations for senior leadership
CANDIDATE REQUIREMENTS
- Previous experience managing complex facilities management contracts within a public sector, estates or PFI environment
- Strong understanding of PFI contracts, payment mechanisms, KPIs and performance frameworks
- Proven experience of estates compliance, asset management, hard FM and building systems oversight
- Commercial and financial awareness with experience reviewing invoices, lifecycle costs and contract disputes
- Ability to interpret complex technical, contractual and compliance information
- Strong stakeholder management, negotiation and communication skills
- Experience leading teams, managing workloads and supporting staff performance
- Ability to work effectively within politically sensitive or high-profile environments
- Degree or equivalent qualification in a relevant discipline
- Professional qualification in property, estates or contract management
