An excellent opportunity to join our team at East Riding of Yorkshire Council for a NEBOSH qualified health and safety professional to support risk assurance, safety audits, incident investigation and safety management across our large, varied organisation.

We have a fantastic new job opportunity for a Health and Safety Officer with a NEBOSH Diploma, strong knowledge of UK health and safety legislation and experience supporting safe systems of work. As the Health and Safety Officer you will provide advisory support across a wide range of operational services, including risk assurance, audits, inspections, incident investigation and root cause analysis. The Health and Safety Officer will also contribute to corporate safety frameworks, transformation projects, data-led improvement work and the development of a positive safety culture.

Duties

  • Risk Assurance and Control: Contribute to the development and delivery of organisation-wide risk assurance and control integrity programmes.
  • Safety Frameworks: Support the design and integration of corporate safety frameworks, standards, processes and procedures.
  • Transformation Projects: Facilitate physical and digital safety transformation projects across the organisation.
  • Safety Intelligence: Use safety data and analytics to identify key risk indicators and support proactive intervention.
  • Safe Systems of Work: Support services with risk assessments, procedures, inspections, training and supervision.
  • Incident Investigation: Support incident investigation and root cause analysis, helping services develop improvement plans to prevent recurrence.
  • Audits and Reviews: Conduct health and safety audits, assessments, inspections, analysis and service area reviews.
  • Stakeholder Engagement: Build effective relationships with senior and operational leadership teams to support long-term safety performance.
  • Safety Culture: Engage employees on day-to-day health and safety matters and help build psychological safety and safety critical thinking.

Candidate Requirements

Essential

  • NEBOSH Diploma in Occupational Health and Safety.
  • Working understanding of UK health and safety legislation and its practical application.
  • Able to diagnose and communicate health and safety risk and contribute to the design of improvement and control measures.
  • Understanding of how health and safety policy, standards and processes are designed, integrated and verified in practice.
  • Able to plan and execute risk assurance work across a large-scale organisation and high-risk operations.
  • Working knowledge of digital health and safety software, analytics and AI to inform targeted workstreams and improvement action.
  • Working knowledge of basic and advanced risk assessment and translating findings into operational safe systems of work.
  • Working knowledge of basic and advanced incident investigation and root cause analysis.
  • Working knowledge of behavioural safety and human factors as part of cultural improvement work.
  • Experience managing multiple projects and workstreams and delivering to agreed deadlines and performance criteria.

Desirable

  • CertIOSH, CMIOSH or MIIRSM.
  • Experience in crisis management or emergency preparedness.
  • Public speaking experience.
  • Experience building permits to work.
  • Commercial or operational acumen.
