We have a fantastic new job opportunity for a Commercial Contracts Manager to support the successful expiry and transition of complex long-term PFI agreements. As a Commercial Contracts Manager you will provide commercial, contractual and asset management expertise across estates, facilities management and education environments, helping to minimise risk, control costs and maintain compliance. The organisation is looking for a proactive Commercial Contracts Manager with strong stakeholder management, negotiation and contract management skills to support strategic decision-making, contract expiry activities and future service delivery arrangements.

This position offers the opportunity to influence major commercial decisions, support schools and education estates, and contribute to the successful hand‐back and transition of critical infrastructure contracts.

Duties
  • Manage commercial negotiations: act on behalf of the organisation in negotiations with SPVs, FM providers, schools and external stakeholders.
  • Support contract expiry activities: assist with hand‐back processes, compliance checks, audits and transition planning.
  • Review contract performance: monitor KPIs, payment mechanisms, deductions and contractual compliance standards.
  • Analyse technical data: review lifecycle, condition, compliance and planned preventative maintenance information to identify commercial risks.
  • Develop mitigation strategies: support risk management and cost control activities linked to PFI expiry arrangements.
  • Support future service delivery: contribute to the procurement, negotiation and mobilisation of post‐PFI contracts and asset management solutions.
  • Provide commercial advice: deliver specialist guidance on estates, facilities management and contractual matters.
  • Engage stakeholders: liaise with senior leaders, schools, governors, contractors and external bodies including the DfE and EFA.
  • Prepare reports: produce updates and recommendations for governance boards and senior management teams.
  • Deputise when required: provide support to the Commercial Contract Expiry Manager as needed.
Candidate Requirements
  • Essential Previous experience in commercial contract management within estates, facilities management, infrastructure or similar environments.
  • Strong understanding of PFI or other complex long‐term contracts, including KPIs and performance mechanisms.
  • Proven experience of commercial negotiations, cost management and risk mitigation.
  • Sound understanding of contract law and property‐related legislation.
  • Ability to analyse compliance, lifecycle and condition data and provide clear commercial recommendations.
  • Excellent stakeholder management, report writing and communication abilities.
  • Ability to manage competing priorities, work independently and meet deadlines.
  • Degree‐level qualification or equivalent professional experience.
  • Desirable Experience working within local government or another public sector organisation.
  • Experience supporting schools, education estates or facilities management contracts.
  • Understanding of hard and soft FM services and associated contract management practices.
