The Office of the Police and Crime Commissioner (OPCC) for Avon and Somerset is looking to recruit a Senior Policy and Partnerships Manager. This is an exciting role that leads a portfolio of policy, partnership and commissioning work across the Policy, Partnerships and Commissioning Directorate of the OPCC. The role is based in Portishead, near Bristol, with hybrid working.
Responsibilities
- Lead and support the development and implementation of a wide range of policies, plans and strategies, including key national initiatives and/or PCC priorities, such as improving the effectiveness of the criminal justice system to improve outcomes for victims.
- Oversee the national criminal justice policy landscape, working with strategic partners in police, prison and probation to influence change linked to reducing reoffending and women in the justice system.
- Lead and manage the Criminal Justice Board Manager, ensuring they have clear objectives and are supported to meet these, including by coaching.
- Provide high quality advice and briefing as required to support the Director/ Chief Executive / PCC / DPCC in developing and delivering the business of the OPCC.
- Develop effective strategic relationships with relevant parts of ASP, other delivery partners and relevant stakeholders to identify and progress shared agendas.
- Support the development and implementation of the PCC's commissioning strategy in line with the priorities of the PCC. Ensure funds are bid for, and oversee grant and commissioning processes, including contract monitoring of funding recipients, including the Appropriate Adult service.
Qualifications
Ideally you will have experience of some or all aspects of commissioning, policy and partnership work and be used to working in a political environment with a range of competing deadlines. You will be able to build credibility and relationships at senior management level in order to deliver positive solutions to complex issues. Your organisation and time management skills will need to be strong to respond to time limited requests and being about to remain calm under pressure is also a key competency of this position holder.

The role supports the Police and Crime Commissioner (PCC) to lead improvement in efficiency and effectiveness of policing, victim support and criminal justice services on behalf of local people and in line with the values of Openness, Partnership, Compassion and Courage.

Please note government plans are underway to transfer functions under the PCC model to a Police and Crime Board in May 2028 as part of reforms introduced by the Police Reform Bill.
