Role Definition

Our client, which is wholly owned by a global energy company, performs a key role developing projects and providing expert engineering support to businesses worldwide.

The company has an integrated operation office in the UK in Basingstoke, and is currently helping to lead in the energy transition from traditional business areas with decarbonised solutions such as CCS (Carbon Capture and Storage) to innovative project such as renewables, hydrogen, etc.

The office is a landmark feature on Basing View in central Basingstoke, with ample free parking and only a five-minute walk from the mainline railway station. SmartWorking (Hybrid Working)

Our client operates a SmartWorking policy allowing personnel to work for up to 12 working days/month from home or a similar secure UK location and these 12 days can be available even where personnel are on leave for a portion of the month. As such, typically around 60% of time working remotely is available for individuals who wish to take advantage of this.

Role and Main Responsibilities

We are looking for a Cost Estimator to join the team at in Basingstoke. The main responsibilities include, but are not limited to:

  • Prepare the cost estimate of services, equipment, construction and other sub-contracted services based on the technical specifications and bills of materials developed by the Engineering Departments and collaborate with the Other Department when tender and cost information is required from suppliers and sub-contractors.

  • Preparation of cost estimating methodology report narrative including description of methodologies, data sources, inclusions, exclusions, and all other main information covering cost estimating activities.

  • Preparation of Capital Expenditures Cost Estimates (CAPEX) in line with Company provided engineering deliverables, Company requirements and with Company CBS.

  • Cost trends analysis, price analysis, market analysis and cost benchmarking.

  • Reviews of third-party estimates, review of Company estimates, analysis of estimates submitted by Company, estimate scaling up/down, estimate sensitivities.

  • Ensure the development and standardisation of systems, procedure and cost estimating techniques and the analysis of current and past cost data for use in preparation of proposals and cost estimates.

  • In conjunction with the Job Manager, check that the documented price information is in accordance with management sanction details.

Candidate’s qualifications, professional experience and skills required for the position

  • Demonstrable experience in Cost estimating applicable to Oil and Gas Development projects, upstream and midstream, offshore gas developments (it would be a plus), LNG plans, etc.

  • Detailed working knowledge of Microsoft Office Suite.

  • Must be a good team player with excellent communication skills.
