Avalon is seeking an experienced leader to take operational responsibility for a local authority Building Control service, overseeing surveying, technical, and business support teams. The Building Control Interim Lead will act as the council’s primary professional lead, ensuring statutory compliance with building safety requirements while driving service transformation and increasing market share through strategic marketing and digital innovation.
Key Duties:- Manage as the Building Control Interim Lead to ensure high-quality service delivery.
- Provide expert professional guidance to the Council and stakeholders on all aspects of building safety and statutory requirements.
- Implement and maintain service quality assurance standards to ensure full compliance with Building Safety Regulator (BSR) requirements.
- Manage the implementation of the building safety levy and lead on health and safety management for the service area.
- Drive organizational change and continuous improvement through the use of digital technologies and best practice.
- Oversee financial performance, including budget planning, forecasting, and achieving revenue targets.
- Represent the council’s interests with external partners, contractors, and stakeholders.
- Competitive Rate: £50 PAYE per hour or £66.65 Umbrella per hour.
- Flexible Working: Hybrid working arrangements available (to be discussed at interview).
- Contract Duration: Initial 3-month assignment with an immediate start available.
- Location: Northamptonshire.
- Qualifications: A relevant professional degree or diploma in Building Studies, Civil/Structural Engineering, or Building Surveying.
- Registration: Must be a Registered Building Inspector at an appropriate level with the Building Safety Regulator.
- Experience: Extensive experience as a Building Control Interim Lead or Surveying Manager at a senior level, preferably within a public sector or Local Government environment.
- Skills: Strong leadership, negotiation, and financial management skills, with the ability to manage complex contracts and projects.
- Communication: Excellent written and oral communication skills, including the ability to handle politically sensitive matters.
- Compliance: A solid understanding of equal opportunities, safeguarding, and safe working practices.
- Mobility: Must have a valid driver’s license and access to a vehicle to attend office locations and site visits at least three days a week.
