Social Housing Asset Manager
The Opportunity:
Avalon is seeking a strategic and experienced Social Housing Asset Manager for a 3-month contract with a strong chance of extension. Based out of Leicester, this key role pays between Β£50,000 β Β£55,000 per annum equivalent, taking strategic responsibility for the performance, investment, and long-term sustainability of our residential property portfolio.
In this pivotal position, you will lead on stock condition profiling, planned investment works, and regulatory asset compliance. Working closely with senior leadership, internal teams, and external contractors, you will ensure our housing stock meets all safety standards, decarbonisation goals, and strategic value-for-money objectives.
Key Duties:
- Develop, implement, and oversee asset management strategies, capital investment programmes, and long-term planned maintenance budgets.
- Analyse stock condition data to forecast future investment needs, component replacements, and retrofitting priorities.
- Oversee statutory property compliance, ensuring all housing stock adheres to building safety, fire, gas, asbestos, and legionella regulations.
- Lead on environmental sustainability initiatives, driving energy efficiency upgrades to meet EPC band C targets and Minimum Energy Efficiency Standards (MEES).
- Manage capital works contracts and external contractor performance, ensuring works are delivered safely, on time, within budget, and to a high standard.
- Interrogate asset data to identify non-performing stock, options for regeneration, disposals, or portfolio remodelling.
- Collaborate with housing management and maintenance teams to ensure seamless integration between reactive repairs and planned asset programmes.
- Produce clear financial, risk, and asset performance reports for executive leadership and Board presentation.
Requirements:
- Experience: Proven experience operating as an Asset Manager, Senior Portfolio Manager, or Strategic Property Lead within a social housing, local authority, or residential property setting.
- Qualifications: Degree in Building Surveying, Real Estate, Construction Management, or equivalent professional accreditation (e.g., RICS, CIOB, or CIH).
- Technical Knowledge: Expert understanding of social housing asset management, statutory compliance frameworks, Building Safety legislation, and domestic decarbonisation/retrofitting strategies.
- Financial Acumen: Strong budget management and financial modelling skills, with experience managing multi-million-pound capital expenditure budgets.
- Contract Management: Demonstrable track record of procuring, managing, and scrutinising major works contracts and contractor performance.
- Data & Analytical Skills: Advanced proficiency in leveraging asset management software and stock condition databases to inform long-term investment planning.
- Communication: Outstanding leadership and stakeholder management skills, with the ability to influence senior executives, Board members, and external partners.
