The Jira Product Owner / Jira Administrator is responsible for the vision, strategy and day-to-day management of the organisation’s Jira product. They ensure Jira is:

  • Aligned with business goals and user needs
  • Properly configured and maintained
  • Adopted consistently across teams
  • Providing clear, actionable insight into work and delivery

This role bridges product ownership (what Jira should do and why) and administration (how Jira is configured and run), working closely with business stakeholders, technology teams, and the wider change/PMO community. The role works closely with colleagues within the PMO, Transformation team, wider COO and business stakeholders across the rest of the organisation to translate requirements into practical JIRA configurations, while maintaining platform integrity and best practice.

What will I be doing?

  • Define Jira product vision aligned with organizational goals and user needs.
  • Develop and maintain a multi-year roadmap for enhancements and integrations.
  • Translate strategic objectives into prioritized outcomes, epics, and features.
  • Make decisions on product direction balancing value, feasibility, and risk.
  • Maintain and prioritize Jira backlog for high-value features and fixes.
  • Review and approve/reject configuration change requests.
  • Coordinate delivery of changes with technical teams and vendors.
  • Engage stakeholders to gather requirements and pain points.
  • Facilitate workshops to align Jira with business processes.
  • Communicate changes and champion best practices.
  • Design intuitive, consistent Jira solutions.
  • Define and enforce usage standards (issue types, workflows, naming).
  • Support standardized ways of working and continuous improvement.
  • Configure and maintain projects, boards, workflows, and permissions.
  • Manage user access and role-based controls.
  • Provide training and guidance on Jira usage.
  • Maintain user guides and FAQs.
  • Define KPIs for Jira success and adoption.
  • Create dashboards and reports for actionable insights.
  • Translate requirements into configuration and test scenarios.
  • Coordinate and perform UAT for changes.
  • Ensure changes meet acceptance criteria and are well-communicated.
  • Align Jira usage with policies and regulatory requirements.
  • Maintain governance for change requests and approvals.
  • Monitor and improve data quality.
  • Partner with IT on platform strategy, integrations, and performance.
  • Provide product requirements for technical decisions.
  • Test platform-level changes from a user perspective.

What do I need?

  • Proven experience administering JIRA in a medium to large organisation
  • Experience with JIRA Service Management and Confluence administration
  • Strong understanding of Agile, Scrum, and Kanban methodologies
  • Knowledge of ITSM best practices and industry standards
  • Experience configuring workflows, schemes, permissions, dashboards, and reports
  • Strong stakeholder management and requirements-gathering skills
  • Ability to balance flexibility for teams with platform governance and standardisation
  • Knowledge of Atlassian Cloud migration or large-scale JIRA implementations
  • Experience with automation, scripting, or REST APIs
