Location: Grangemouth (Site Based)

Background: FPS is a 100% INEOS-owned integrated oil and gas liquid transportation and processing system with a nominal capacity in excess of one million barrels per day serving the central area of the North Sea. Oil and gas liquids from over 50 offshore fields and St Fergus flow through pipelines into FPS. FPS transports crude oil and gas liquids from offshore and onshore entry points, processes the liquids at Kinneil and redelivers to the customer Forties Blend crude oil at Hound Point and fractionated Gas Products at Grangemouth.

Job Purpose: Define and deliver process safety support and studies in line with INEOS business demands and recommend proposals to improve process safety performance and meet regulatory/compliance requirements.

Principal Accountabilities:

  • Provides process safety related technical competence and guidance to the FPS South assets including the Kinneil Terminal; PLPG/ RLPG gas storage and loading; Dalmeny and Hound Point crude oil storage and loading.
  • Develops and implements management strategies for non-compliance with legislative practices by identifying gaps and agreeing (with the Asset management) work programs to address and mitigate such gaps.
  • Leads the planning and implementation of the local Process Hazards Analysis programs including chairing PHAs and/or identifying appropriate resources to chair.
  • Leads/participates in LOPAs (Level of Protection Analysis) reviews (in response to Asset or Project demand).
  • Leads Safety Engineering Reviews, PHSERs and pre-start-up safety reviews in response to Asset or Project demand.
  • Supports the development and maintenance of the site-wide QRAs to form the basis of COMAH submissions.
  • Develops, maintains and conducts trend analysis on leading/lagging process safety KPIs to influence the process safety improvement plans.
  • Audits asset compliance with the plant modification system and identifies areas for improvement.
  • Coaches/mentors less experienced engineers to ensure process safety issues are addressed as part of design and operational processes.
  • Manages the review and update of the local area COMAH reports to meet legislative requirements.
  • Provides input to the site COMAH establishment report as required.
  • Ensures, along with the other members of the Process Safety Network, that a full range of process safety related skills are available to the complex and that gaps/training/resource needs are identified as required.
  • Leads root cause investigations for process safety related incidents making considered recommendations to Asset management, addressing both immediate and underlying systems causes.
  • Regularly reviews the status of process safety information and identifies gaps and develops improvement plans.

Special Features: The role requires excellent technical leadership skills as well as interpersonal skills and post holders must be capable of using these skills to assist in teams reaching a consensus decision. Must be capable of influencing at all levels in the organization, (senior management to operating/maintenance technicians) and including explaining engineering decisions and rationale. The post holder would be expected to have the skills and experience necessary to be part of the Grangemouth complex Process Safety Network and to contribute to this network on behalf of the Asset they represent. Participation in the site incident management team may be required of the role holder.

Qualifications and Technical Experience: Preferably a chartered chemical engineer with a minimum of 5 years experience in petrochemical, midstream, oil and gas or refinery operations. This experience should be wide-ranging and some experience of projects, design and operating environments is beneficial. Excellent communication skills with the ability to create relationships with stakeholders and 3rd party specialists. Strong technical skills - specifically in process safety area. Strong analytical skills and the ability to interpret complicated systems and regulations. Risk assessment skills - knowledge of specific tools required and ability to interpret results. Good knowledge of human factors influence on process safety and current industry best practices.
