Work Location: Europe / UK Division
Analyzing solicitation documents (RFPs, RFIs, RFQs, tenders) and gathering requirements from internal and external stakeholders and translate them into actionable plans.
Create and maintain compliance matrices to communicate and track requirements related to proposals.
Developing metrics and key performance indicators for the proposal function, including win rates, on-time submission rates, and proposal quality.
Ensuring deadlines are met by participating in resource planning, organizing, prioritizing, and delegating assignments to proposal team members and following up on their individual progress.
Leading bid and proposal efforts end-to-end, from capture planning through submission, to win new business and retain existing accounts.
Conducting proposal kickoff meetings to orient the team to the opportunity, approach, plans, and logistics associated with producing a winning proposal.
Instructing team members on assignments, schedules, objectives, guidelines, rules, and expectations for their sections of the proposal.
Monitoring work product produced by proposal team members, including design, writing, graphics, and so on, to ensure quality and on-time delivery.
Provide feedback to team members on how to improve work products to assure a winning deliverables.
Engaging in problem-solving where necessary to address particular issues with work products, schedules, technical solution, and so on.
Track and monitor progress on issue resolution. Escalate issues through the proper channels where appropriate to do so.
Leading or facilitating team work sessions or meetings associated with the deliverables. These may include meetings regarding strategy or competitive analysis, business solution planning, problem-solving, routine status, and group reviews of proposal.
Monitoring procuring agency or entity communications channels (web, etc.) for changes to the procurement requirements or schedule.
Analyze changes; work with management to determine the appropriate course of action; communicate changes to team.
Make corresponding modifications to proposal plans as needed and execute the new plan.
Assisting sales with sales enablement deliverables such as presentations for potential customers.
Planning, scheduling, and facilitating proposal color team reviews (e.g., Pink, Red, Gold, and White Glove) and ensuring reviewer feedback is captured and incorporated into the final proposal.
Building and maintaining a library of reusable proposal content, boilerplate, past performance, and résumés to improve the quality, consistency, and speed of future submissions.
Assisting with updating and making improvements to the internal Revenue Operations and Proposal Management SharePoint sites.
Other duties that arise from time to time as directed by the SVP, Revenue Operations.
KNOWLEDGE, SKILLS AND ABILITIES

- Bachelor’s Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.
- Minimum of 5 years’ proposal management experience, preferably in a competitive bid environment (government and/or commercial procurement).
- Proficiency in MS Office (Word, PowerPoint, Excel, and SharePoint) is a must, including advanced Word formatting, templates, and document production.
- Working knowledge of formal proposal development methodologies (e.g., Shipley, APMP) and the full proposal lifecycle, from capture and bid/no-bid through submission and post-submission.
- Exceptional writing, editing, and proofreading skills, with the ability to translate technical content into clear, persuasive, customer-focused proposal narratives.
- Effective leadership and management skills.
- Demonstrated ability to collaborate with cross-functional teams from many disciplines both internally and externally.
- Strong interpersonal skills.
- Highly skilled in time management to allow involvement in a variety of projects and initiatives concurrently across multiple functional groups.
- Ability to influence action across a matrixed organization.
- Ability to work independently (self-starter) and thrive in a fast-paced, deadline driven work environment.
- Excellent written and verbal communication skills.

- APMP certification (Foundation, Practitioner, or Professional) is preferred; PMP certification is a plus.
- Demonstrated ability to multitask with numerous high priority demands in an intense, deadline-driven environment is a must.
- Adjust to shifting priorities, stringent deadlines, last-minute requirements, and occasional evening/weekend hours to accomplish tasks within non-negotiable client deadlines.
