Responsibilities
- Supervision and management of a Project Controls team: setting objectives, reviewing performance, undertaking appraisals, providing ongoing formal and informal feedback, and ensuring all staff understand expectations and performance measures.
- Developing, monitoring and assuring the Performance Measurement Baseline (PMB).
- Agreeing on the progress measurement methodology with the contractor and ensuring timely submission of project actuals in the agreed format.
- Measuring current performance and forecasting future performance using earned value management and other valid performance measurement techniques.
- Developing, implementing, sustaining and improving planning, risk, cost control, and change control management policies, procedures, and processes; ensuring proper application by project controls and delivery teams.
- Chairing and/or facilitating project or programme level change forums; escalating change papers with high-level impact requiring additional approvals and ensuring changes are enacted within the change control system and toolsets.
- Advising project or programme leaders with specialist advice and technical knowledge to resolve or mitigate delays, issues, and other challenges throughout the project.
- Undertaking self-assessment of procedural compliance, sharing lessons learned and best practice within the wider Project Controls community.
- Proficiency in EVM processes and application in complex infrastructure projects; overseeing schedule, cost, risk, change control management activities and reporting.
- Providing expert insight into schedule, cost, risk, change control management, and reporting to senior stakeholders.
Qualifications
- Proven expertise in a Project Management or Project Controls Management role, specifically within complex infrastructure projects across sectors such as transport, energy, defence, water or oil & gas.
- Exceptional skills in stakeholder management, engaging clients, senior leaders, and colleagues within matrix and line organizations.
- Experience in client organisations or managing subcontractors from a project controls perspective in a complex infrastructure project or programme.
- Formal professional Project Management or project controls qualification, certification, or membership of a relevant professional body with Chartered status or equivalent.
- Strong resilience and the ability to maintain rational thought in high-pressure environments.
- Effective verbal and written communication skills, capable of presenting at programme or portfolio level forums or meetings to senior stakeholders.
- Excellent visual communication skills, able to provide insights and analysis through dashboards and visual reports.
- Experience using data and analytics to understand issues, engage stakeholders and lead business-wide change and continuous improvement.
- Track record of delivering results within large-scale project environments.
- Experience of project controls management under NEC Forms of Contract, including contract administration within rail or UK construction industry.
- Knowledge of Government investment processes and procedures; formal qualification in Programme Management such as MSP.
- Experience in the rail industry or a similarly regulated industry.
