Responsibilities include ensuring that work is provided to an agreed standard, with quality control as a key part of the role. The Supervisor witnesses tests and inspections to ensure that executed works comply with the Contract and Works Information, including specifications and industry quality standards. They manage the defects process, including the issue of the Defects Certificate.
The Supervisor reviews and comments on the Inspection and Test Plans, Material Approvals, and Method statements in conjunction with the PM and Engineering team. They record that the works are constructed or installed in accordance with the Contract and Works information, and report any non-compliance identified during the inspection. Regular meetings with the PM and Contractor staff are attended to provide feedback.
They facilitate, coordinate, and undertake tests and inspections and site-based queries regarding defects and coordinating their resolution (where it is not the responsibility of the Contractor). The Supervisor assists the PM in reviewing and accepting the Contractor certification packages. They monitor, inspect, and sign off the quality of the works across all enabling contracts and oversee tests and inspections carried out by the Contractor and other third parties, both on and off site.
The Supervisor reviews and acts as per the Supervisor Execution Plan, ensuring it is briefed and shared with the whole Supervisor team. They monitor and track the Contractor's defects and issue the Defects Certificate. Developing and implementing quality, inspection, and defects reporting is also part of their responsibilities.
They organise and coordinate the delivery of the Supervisor Services to fulfil the duties of the Supervisor under the NEC Contract and support the Lead Supervisor. The Supervisor marks off-site equipment, plant, and material, notifying the Contractor that the test and inspection of such items has been passed. They act in a spirit of mutual trust and cooperation with the Employer, the Contractor, and the Project Manager.
Qualifications include demonstrable experience of managing quality on multi-disciplinary projects and the ability to communicate and engage with multiple stakeholders. A BSc or MSc in Engineering, Construction Management, or an equivalent technical field, along with a professional qualification, is desirable. Alternatively, significant practical experience in construction disciplines relevant to the inspection scopes is acceptable. NEC3 ECC Site Supervisor Accreditation is essential.
Health and Safety responsibilities involve taking reasonable care to ensure personal and others' health and safety by adhering to the HS2 S.A.F.E programme principles. A CSCS card is required, and SMSTS or SSSTS is desirable. The Supervisor must cooperate with HS2 in all matters relating to health and safety, including following safe working procedures at all times and not interfering with measures in place to protect health, safety, or welfare.
