At AtkinsRéalis we have operations based in the UK, Europe, the Middle East, Asia and North America, and are fully engaged in developing the next generation of infrastructure, including nuclear power and defence infrastructure. We are looking for an Export Control Manager who will lead Export Control and Trade Compliance for the UK & Ireland business and our Nuclear business in the UK, Europe and the Middle East. You will be a trusted SME and will work closely with our local Export Control Points of Contact (EPoCs), international equivalents, client Export Control teams, and the Export Control Joint Unit (ECJU).

Your role involves reviewing current export arrangements across AtkinsRéalis and maturing the model in line with the business strategy. You will provide oversight and expertise to implement, maintain, and audit the model to ensure compliance and support growing business needs and strategy. You will handle Export Control queries from all parts of our nuclear sector – fuel; reactor operations; new build; and decommissioning – and our UK&I region – principally defence – acting as a key interface between stakeholders. You will provide technical guidance and interpretation of the legislation and control lists, develop training to cascade throughout the business, support applications for and compliance with Export licences, and maintain records of licences and supporting documents to ensure regulatory record-keeping requirements are met.

Responsibilities

  • Act as a key interface between AtkinsRéalis, our clients and the ECJU.
  • Monitor compliance with Export Control legislation and ensure a consistent approach across AtkinsRéalis Nuclear EMEA.
  • Lead and coordinate the technical assessments of technology, software and goods against Export Control legislation.
  • Review Export Control licence requests and determine licence routes, including managing renewals and monitoring obligations in respect of reporting.
  • Track and respond to Export Control enquiries and escalate where appropriate.
  • Advise project and information management teams on appropriate protocols for managing technology in projects.
  • Develop and implement specialised training on Export Controls for all personnel in a tiered approach delivered via the AtkinsRéalis training platform.
  • Work with IT Services, the office of the CISO, Market Directors and Export Control Leads around access decisions to AtkinsRéalis IT systems.
  • Support Export Control Leads with making and managing licence applications, including liaising with licence requestors and obtaining relevant end user & consignee undertakings.
  • Develop and utilise information dashboards for generating reports.
  • Ensure compliance with Export licence conditions periodically via a system of self-assessments and reviews to ensure execution of trade compliance standards.
  • Lead the Export Control Working Group, coordinate agendas, meetings and actions, and create reports for escalation in respect of Export Controls compliance across the business.
  • Review and establish processes and best practice, engaging with audit processes in monitoring and evaluation of export control responsibilities.

About You

  • Bachelor's degree or equivalent experience in related field.
  • Demonstrable knowledge and experience in Export Control and Trade Compliance to ensure the organisation adheres to regulatory standards.
  • Experience in interpreting the IAEA dual-use list and categorising goods, software and technology as subject to Export Control based on the criteria.
  • Experience with US Export Controls.
  • Comprehensive knowledge of Category 0 (Nuclear Reactor Technology), as defined in the UK Strategic Export Control List, and the Nuclear Technology Note.
  • Experience of large projects in the Critical National Infrastructure space (e.g. nuclear, energy, rail, water) desirable.
  • Openness to acquiring knowledge about key stakeholders and gaining a deep understanding of our organisation's structure, values, and strategic goals.
  • Proven ability to build and leverage networks, enhancing collaboration and facilitating smoother operational processes.
  • Willingness to learn, adapt, and grow, keeping pace with industry advancements and evolving requirements.
