Role Purpose

The Lead PMP Manager is responsible for the leadership, coordination, and governance of Plant Modification Proposals (PMPs), ensuring modifications to plant and processes are controlled, safe, and compliant with Site Licence Conditions and SLP 1.02.14 requirements. The role leads PMP delivery from initiation through to closeout, ensuring effective stakeholder engagement, integration with project controls, and adherence to safety, environmental, and design intent requirements. The successful candidate will oversee other PMP Managers delivering PMPs and will also deliver PMPs themselves — this is not solely an “authoring” role.

Key Responsibilities

  • Leadership & Management
    • Lead and coordinate PMP Managers and support personnel where required.
    • Provide direction on PMP prioritisation, workload, and lifecycle management.
    • Ensure alignment with organisational governance, safety case requirements, and modification control processes.
    • Act as the senior interface for PMP-related matters within projects, programmes, and the OU.
  • PMP Lifecycle Management
    • Manage PMPs through their full lifecycle:
    • Authoring
    • Internal review
    • Committee presentation and endorsement
    • Implementation oversight
    • Handover to operations
    • Closeout
    • Ensure timely and compliant progression of all PMPs in line with site procedures.
    • Maintain a structured PMP tracker and monitor progress against key milestones.
    • Ensure effective preparation, implementation, and closeout of plant modifications with appropriate stakeholder engagement throughout.
  • Governance & Compliance
    • Ensure compliance with:
    • Site Licence Condition 22 (control of modifications)
    • SLP 1.02.14 (Modification or experiment on existing plant)
    • Conduct internal PMP reviews to ensure quality and completeness prior to submission.
    • Ensure all required assessments, documentation, and SME inputs are captured.
    • Support and ensure adherence to Configuration Change Control (CCC) process requirements.
  • Stakeholder & Interface Management
    • Engage with Subject Matter Experts (SMEs) across engineering, safety case, environmental, and operations to support PMP development.
    • Interface closely with:
    • PMP Coordinator
    • Project Managers and Construction Teams
    • Design and Engineering teams
    • Operations and Safety Case representatives
    • Lead and present PMPs at committee and governance meetings.
    • Demonstrate effective engagement with SMEs when specialist input is required.
  • Planning, Reporting & Controls
    • Attend:
    • Weekly construction, design, and project meetings
    • Lead weekly PMP team meetings (tracker updates)
    • Lead weekly reporting meetings with line management
    • Monthly PMP governance / presentation meetings
    • Lead monthly planning meetings to update P6 programme
    • Ensure PMP activities are reflected within the P6 schedule and aligned with project milestones.
    • Provide clear status reporting, risk visibility, and recovery actions where required.
  • Risk, Safety & Assurance
    • Ensure all modifications consider:
    • Safety case implications
    • Environmental impacts
    • Design intent and plant performance
    • Identify and escalate risks associated with plant modifications.
    • Ensure safe implementation of modifications with no adverse impact on operations.

  • Demonstrated experience in PMP management
  • Completion of PMP-related training:

  • PMP Management & Categorisation (S0751F)
  • PMP Manager Training (MG0422)
  • Environmental Awareness (EL0160)
  • COMAH Awareness (FB0060)

Additional Requirements

  • Evidence of completing Configuration Change Control (CCC) e-learning
  • Proven attendance and presentation at PMP committees
  • Demonstrated experience managing PMP closeout
  • Competence assessed through SQEP process with periodic reassessment
  • Experience in successfully passing a PMP SQEP interview
