The Role

We operate an Executive governance model and have invested in our Democratic Services team to support delivery of the Council’s priorities. We are committed to supporting your professional development in the field of governance. This role offers a unique opportunity to work at the heart of the Council’s decision-making processes, ensuring transparency, accountability and compliance with statutory requirements. Working with the Executive Manager and Committee Manager, you will play a key role in shaping how the Council operates, influencing policy and procedure, and supporting elected members to deliver effective and lawful governance. A successful candidate will provide comprehensive committee administrative support to the Council’s decision-making processes, providing advice, support, and guidance to members, officers, and the public where appropriate.

Principal Responsibilities

  • Delivering comprehensive committee administration, including preparing and circulating agendas, drafting minutes, and supporting the Council’s democratic decision‑making processes.
  • Working with the Executive or Committee Manager to prepare and deliver Executive and committee work programmes, and supporting the full lifecycle of reports.
  • Maintaining key governance records such as the Register of Decisions, Forward Plan, and internal planning schedules.
  • Updating and managing information on Mod.Gov (or similar systems) to ensure timely, accurate, and accessible information for members, officers and the public.
  • Supporting both virtual and in‑person meetings, including managing meeting technology, booking venues, and ensuring all housekeeping arrangements are in place.
  • Providing clear advice and guidance on governance procedures and the Council’s decision‑making framework to members, officers, and the public.
  • Ensuring effective operation of the Public Participation Policy in line with the Council’s Constitution.
  • Assisting in delivering training on decision‑making and governance to members and officers.

Working Arrangements

Hybrid working. Some evening meetings are required (typically 1–2 per month, but may vary). Ability to travel independently to meeting venues across North Northamptonshire is essential.

Additional Information

Politically Restricted Post – This role is politically restricted under the Local Government and Housing Act 1989, meaning post-holders cannot stand for elected office other than parish councils.
