ROLE PURPOSE
Join a nationally significant infrastructure programme (NSIP) as the Third Party Agreements Manager, leading on all matters relating to statutory undertaker interfaces and third-party legal agreements. This is a high-impact role central to the delivery of complex Development Consent Order (DCO) during the project delivery phase for major utility and infrastructure works. The role involves working across multidisciplinary teams to ensure legal, technical and commercial risks associated with statutory undertakers are identified early, negotiated appropriately, and formalized into Third Party Agreements (TPAs), Protective Provisions, and related legal instruments.
ACCOUNTABILITIES / RESPONSIBILITIES
- Act as the client-side lead for the development and implementation of the Third Party Agreements (TPA) strategy across the project lifecycle.
- Lead and manage all engagement with statutory undertakers, overseeing negotiations and drafting documentation such as side agreements, legal frameworks and protective provisions for inclusion within standalone contracts.
- Provide interface management across legal, engineering, environmental, and stakeholder teams to integrate third-party requirements into the DCO application and examination process.
- Lead the production, maintenance and implementation of the TPA Management Plan and its integration with wider project governance including EIA, design assurance, and stakeholder commitments.
- Ensure tracking and control of TPA obligations through registers (e.g. Issues Tracker, Mitigation Tracker, Commitments Register) and maintain document control protocols.
- Attend and represent the client at Technical Working Groups, bilateral negotiations, legal drafting workshops and public stakeholder sessions.
- Provide clear, accurate reporting to internal and external governance bodies on programme progress, budget tracking, and risk management relating to third party interfaces.
CANDIDATE PROFILE
Essential Qualifications & Experience
- Significant experience in managing Third Party Agreements and statutory undertaker interfaces on large-scale infrastructure projects.
- In-depth knowledge of the DCO process or comparable statutory approval frameworks.
- Strong commercial and legal understanding of agreements, undertakings, and assurances with third parties and statutory bodies.
- Demonstrated success in stakeholder management, particularly with regulated utility companies, government agencies, and legal teams.
- Track record of working across complex matrix environments and delivering against statutory timescales.
Desirable Qualifications
- RICS, RTPI, or equivalent professional membership (or actively working toward).
- Knowledge of infrastructure planning and construction delivery.
- Experience in drafting or reviewing legal instruments (e.g. Side Agreements, Protective Provisions, Memoranda of Understanding).
