Midlothian Council is looking for an experienced and forward-thinking Operations and Asset Manager (Roads) to lead the delivery, maintenance and development of their road network. This is a senior leadership role with responsibility for managing road construction and maintenance operations, overseeing a workforce of around 45 employees, and ensuring that services are delivered safely, efficiently and to the highest standards. You will play a key role in shaping the future of Midlothian's roads infrastructure while ensuring the Council meets its statutory responsibilities and delivers best value for residents.
About the Role
Reporting to the Group Manager β Roads and Transportation, you will lead the planning, performance management and operational delivery of roads services across Midlothian. You will oversee road maintenance programmes, winter service operations, asset management strategies and emergency response activities, while ensuring projects are delivered on time, within budget and in line with industry standards. Working closely with colleagues, contractors, external stakeholders and national working groups, you'll contribute to the development of roads policies, asset management plans and long-term investment strategies that support the Council's wider objectives. The role also includes significant responsibility for financial management, procurement, workforce leadership and performance improvement, ensuring resources are utilised effectively and services continue to evolve to meet future demands.
What We're Looking For
- A Degree in Civil Engineering or Incorporated Engineer (IEng) status with relevant management qualifications or modules.
- Significant experience in roads construction and maintenance operations.
- Proven experience managing large teams, budgets and operational resources.
- Strong knowledge of contract management, procurement and tendering processes.
- Experience delivering responsive emergency and winter maintenance services.
- A track record of developing partnerships and contributing to multi-agency working groups.
- Excellent communication, organisational and problem-solving skills.
- A qualification in Business Administration (HNC or equivalent) would be advantageous.
