The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing infrastructure for tomorrow in Asia and beyond – infrastructure with sustainability at its core. The Corporate Secretariat (SEC) is the focal point for communications among the Board of Directors, AIIB’s management team, and its shareholders. The Senior Secretariat Officer will lead a team that has the primary responsibility to support the procedural integrity of the Bank’s highest governing authority, the Board of Governors; support the Bank’s strategic, structured, and consistent engagement with members and prospective members through informed and analytical approaches; and oversee member relations with each shareholder in close consultation with key departments across the Bank.

Responsibilities

  • Lead and coordinate the execution of official procedures of the AIIB Board of Governors in line with the Articles of Agreement and relevant rules, including processes related to meetings and exercise of power through voting of resolutions, elections, and adoption of decisions.
  • Plan and organize meetings and events in collaboration with internal and external stakeholders, including providing both substantial and organizational support to the official sessions of annual meetings of the Board of Governors and associated events.
  • Lead the strategic coordination of support for senior management’s engagement with members of the Bank’s governing bodies through briefings, scripts, background materials, reports, and other analytical outputs as part of meetings of governing bodies, bilateral missions, regional fora, and visits to the Bank’s headquarters.
  • Provide strategic planning of membership events in coordination with business units within the Corporate Secretariat and other departments to establish optimal approaches for engagement with members and prospective members of AIIB.
  • Organize outreach and engagement events/activities in various formats, ensuring the alignment of results with wider engagement objectives and business priorities.
  • Assess the effectiveness of analytical outputs in deepening membership engagement and improving strategic outreach.
  • Manage the accession processes of new members and completion of the ratification process as well as the payment of capital subscriptions by prospective members.
  • Provide strategic advice to management on admission processes.
  • Oversee the department’s knowledge platforms, such as the Membership Intelligence Portal, ensuring updated and effective information and continuous improvements in monitoring and analysis to support strategic advice regarding key economic and political developments in members that support AIIB’s business and governance needs.
  • Analyze data and synthesize findings into recommendations and advice for member engagement strategies.
  • Assist with the planning and supervision of business plans, work progress, and team building.
  • Provide mentorship, guidance, and performance reviews to team members.
  • Handle the recruitment and management of staff, assistants, and individual consultants based on business needs and annual plans.

Requirements

  • Master’s degree, preferably in international relations, international development, political science, communications, or related fields. Substantial additional work experience will be considered in lieu of a master’s degree.
  • Minimum 10-12 years of work experience in related fields, preferably in a multilateral development bank or an international organization.
  • Experience in multilateral governance, shareholder relations, implementation of governance procedures, membership relations and engagements, implementation of member admission procedures, board affairs and board of directors’ engagement, diplomacy, outreach, and event management.
  • Strong awareness of geopolitical sensitivities, and proven ability to manage and appreciate the political and cultural sensitivities of members.
  • Attention to detail, problem-solving, and strict adherence to confidentiality and diplomacy standards are essential.
  • Proven record of cross-cultural communication skills.
  • Ability to communicate effectively with internal and external stakeholders at a high level.
  • Independence, willingness to take ownership of responsibilities, creativity, and adaptability to new thinking.
  • Excellent oral and written communication skills in English essential. Knowledge of any of the UN languages would be an asset.
