The Ethics Office promotes an ethical organizational culture based on the Bank’s core values and basic standards of conduct as set out in the Bank’s Code of Conduct for Bank Personnel. Reporting directly to the Chief Ethics Officer, the Senior Ethics Officer – Head of Investigation/Prevention will lead the Investigation Function of the Ethics Office and/or lead the Prevention Function, contributing to the development and enforcement of AIIB’s ethics-related policy framework, promoting the applicable ethical standards of conduct, and embedding them within the Bank’s institutional culture.
Responsibilities
- Lead or contribute to the development of related aspects of the Bank’s ethics policy framework, its implementing rules and guidelines, and the interpretation thereof, in accordance with the AIIB Internal Legal Framework, the prevailing international administrative law and jurisprudence, and international best practices.
- Supervise, conduct, or support fact-finding/investigation into alleged misconduct by AIIB personnel (including Bank Personnel and Board Officials).
- Prepare fact-finding/investigation-related documents, formulating resulting recommendations for review.
- Promote and help embed the applicable ethical standards within AIIB's culture, including through training and other means of outreach and awareness-raising activities.
- Administer the Bank's financial disclosure program.
- Advise AIIB personnel to avoid, mitigate, or resolve actual, potential, or perceived conflicts of interest, including in the case of external activities.
- Advise AIIB personnel on ethical standards in relation to a respectful work environment and other ethics matters.
- Lead or contribute to related aspects of the development of the Ethics Office’s case-management system.
- Lead or contribute to related aspects of the Ethics Office’s knowledge management, keeping the office informed about evolving international ethics standards and best practices across multilateral development banks and other international organizations.
Requirements
- Minimum 10 years of related experience, preferably within international organizations.
- Advanced degree in criminal justice and investigation, law (preferably international law, human rights law, or international administrative law), employee relations, organizational psychology, or a related field of study.
- Managerial experience, preferably within international organizations.
- Extensive experience in ethics advisory services or misconduct investigations.
- Strong understanding of international ethical standards and principles.
- Excellent analytical, communication, and interpersonal skills.
- Ability to interact with tact and sensitivity.
- Fluency in English is required.
