The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing infrastructure for tomorrow in Asia and beyond – infrastructure with sustainability at its core. The Portfolio Management Department (PMD) is responsible for monitoring the implementation of AIIB-funded projects; providing administration, risk management, and quality assurance of the Bank’s existing and fast-growing portfolio comprising both sovereign-backed financing and non-sovereign-backed financing projects; and managing and refining investment processes in line with international best practices, with the goal of ensuring timely implementation of Bank-financed projects with high-quality standards, in compliance with Bank policies, and on track to achieve the Bank’s strategic goals.
The Manager – Corporate Portfolio and Data Analytics will report to the Director General (DG) of PMD and will be responsible for managing PMD’s Corporate Portfolio and Data Analytics Unit, which oversees AIIB’s entire investment portfolio, including monitoring and reporting policy compliance, financial and non-financial risks, and the achievement of development results; conducting investment valuation; providing IC secretariat services; coordinating IT system development to support investment operations; and providing data analytics services to support decision making by Management and project teams.
Responsibilities:
- Play the managerial function for the Corporate Portfolio and Data Analytics Unit, which consists of more than 15 staff.
- Manage regular HR activities, including review and approval of administrative requests from staff; review and approval of staff’s annual performance targets, conducting annual performance appraisals; and providing feedback for staff.
- Work closely with DG PMD and team leads in the development and execution of the work programs of the abovementioned PMD teams.
- Work closely with DG PMD and team leads in developing staffing plans, and lead the recruitment of new staff for the unit.
- Work closely with DG PMD and team leads in developing annual budget requests and assist DG PMD in monitoring the execution of the approved annual budgets for the unit.
- Lead and coordinate mentoring and job training for junior staff within the unit.
- Play a technical leadership role for the Corporate Portfolio and Data Analytics Unit.
- Provide technical guidance and instruction to portfolio officers (POs) and other PMD teams in the unit.
- Identify and provide early warnings to DG PMD about potential or newly emerging risks in the investment portfolio and pipeline, while simultaneously proposing appropriate remedies and coordinating related activities with internal and external stakeholders.
- Within the delegation provided by DG PMD as cleared by AIIB’s legal department, review and approve regular portfolio monitoring tasks.
- Review and clear portfolio monitoring reports prepared/updated by POs in the Corporate Portfolio and Data Analytics Unit, and provide guidance to POs as needed before the reports are approved by DG PMD.
- Coordinate IDR review and comments provided by the Corporate Portfolio and Data Analytics Unit for new projects that are processed by investment officers working in origination departments; represent PMD in interdepartmental review meetings on new projects; and provide briefs to DG PMD as needed.
- Manage the relationship with Bank’s Board/shareholders and external stakeholders and internal parties, and ensure good communication to assess and implement the most appropriate course of action in any given situation, seeking guidance from DG PMD when needed.
- Lead or coordinate knowledge generation and dissemination by the teams working within the unit, and knowledge exchanges with other teams within and outside PMD.
- Assist DG PMD in managing the department.
- Participate in discussions and decisions that are important for PMD’s functions.
- Represent PMD in external and internal meetings/conferences as delegated by DG PMD.
- Carry out other managerial tasks as delegated by DG PMD.
Requirements:
- Minimum 15 years of professional experience, preferably in multilateral development banks or top-tier global financial institutions.
- Master’s degree in finance, economics, development studies, business administration, and/or related fields is essential.
- Experience managing and monitoring infrastructure investment portfolio is preferred.
- Substantial experience in project and infrastructure financing across multiple sectors and jurisdictions, including across Asia.
- Familiarity with different investment tools, and strong analytical capability.
- Exceptional track record of achieving results and solving problems.
- Strong managerial and interpersonal skills.
- Demonstrated ability in managing diverse teams and stakeholders, both internal and external.
- High proficiency and command of the English language. Knowledge of other languages would be a plus.
