Details:
To independently Chair statutory reviews for Looked After children and young people, ensuring the child’s views are heard and he/she is able to participate effectively in decision making where appropriate and that effective recommendations are made to forward the plans for the child.
To hold pre meetings where necessary with children and young people and other professionals where needed to ensure full, positive and effective contributions to the review process.
To track recommendations reached at reviews and ensure agencies including social workers are being fully accountable for taking action agreed at each review.
To contribute to ensuring that placements for children are provided closer to home and fulfil Best Value principles
To invoke the Dispute Resolution process where recommendations are not being acted upon and / or issues cannot be resolved including considering referral to Cafcass if it appears there is a Human Rights Infringement.
To ensure that plans for looked after children are based on a detailed and informed assessment, are up to date, effective and provide a real and genuine response to each child’s needs.
To identify any gaps in the assessment process or provision of service
To identify the need for an advocate and inform the child of their entitlement to the service.
To provide a safeguard to preventing drift in care planning for looked after children and the delivery of services to them.
To monitor the performance of Doncaster City Council function as corporate parent and to identify areas of poor practice. This will include the experiences of individual children and as a collective experience of its looked after children
To contribute to regional network meetings as required by the needs of the service and as part of the team
To work with operational managers and all other staff to ensure that the Looked After Children system is fully and effectively implemented within the service.
To support with the development, undertake and be involved in delivery of training to enable the service to develop and improve in line with new government guidance, legislative changes and research.
To assist in the provision of statistical information to enhance the performance of the service.
To contribute to annual service reports and plans as required and to share in the development of a vision for the service as part of the IRO team.
To ensure that children special needs are addressed in the provision of flexible packages of care and support for children who are looked after.
To conduct all meetings with a high level of scrutiny, knowledge and challenge to drive forward significant improvements in services provided to Looked after children and young people. In achieving this, to be able to present information and reports in a sophisticated, systematic and concise way.
