Job Opportunity: Senior Procurement Specialist

Location: Hybrid (Minimum 2 days/week in Glasgow, including Tuesdays)

Contract: 6 months initially, with option to extend up to 23 months

Occasional travel to Edinburgh may be required

An exciting opportunity has arisen for an experienced Commercial & Contract Lead – Specification Drafter to lead the development of a major service specification for a nationally significant ferry operation.

This role supports the delivery of essential transport services that connect remote communities and carry strong Ministerial interest. You’ll play a key part in ensuring the resulting contract is fit for purpose, compliant, and aligned with wider stakeholder and policy expectations.

Key Responsibilities

• Lead the development of a comprehensive contract specification in partnership with technical specialists and legal advisors.
• Work collaboratively across internal teams and with external stakeholders to ensure the specification is robust, deliverable, and provides value for money.
• Identify risks and issues throughout the contract development process.
• Gather market intelligence and support engagement with potential bidders.
• Analyse existing contracts to identify areas for improvement in the next generation specification.
• Provide expert advice on procurement compliance and best practice throughout the process.

What We’re Looking For

• In-depth knowledge and experience of end-to-end procurement, especially within the public sector.
• Demonstrable experience managing complex, high-value procurement projects.
• Proven ability to draft and shape contract specifications and review existing contractual frameworks.
• Strong communication and interpersonal skills, with a track record of stakeholder engagement and cross-functional collaboration.
