Are you a data and information governance expert ready to help shape the future of digital health and care in Scotland? ASA are working with a large-scale public sector organisation who are looking to recruit a Senior Information Governance Specialist to join their Information Governance & Assurance Team on an interim basis. This critical role will support the delivery of the Digital Learning Infrastructure (DLI) Programme, ensuring the lawful, ethical, and secure use of data in the development of innovative national digital solutions.

About the Role

As a Senior Specialist Information Analyst – Information Governance, you will lead and advise on data protection compliance across the DLI Programme. You will play a central role in designing, developing, and maintaining complex information systems and governance frameworks, contributing directly to the organisation’s strategic objectives. This is a unique opportunity to apply your analytical expertise, policy knowledge, and leadership skills in a programme that directly impacts the future of digital learning and healthcare services across Scotland.

Key Responsibilities

  • Provide expert leadership on data protection compliance and privacy by design within the DLI Programme.
  • Develop governance documentation including DPIAs, Data Sharing Agreements, and Data Processing Agreements.
  • Lead on the development, analysis, and dissemination of complex information systems to inform strategic decision-making.
  • Influence organisational policy and service redesign through evidence-based insights.
  • Collaborate across legal, clinical, technical, and academic teams to embed best practices in information governance.
  • Represent the organisation nationally on IG matters and support the Data Protection Officer.
  • Manage or support teams as required, contributing to a culture of high performance and continuous improvement.

What We’re Looking For

  • Significant experience in information governance, data protection, and systems design—ideally within health, social care, or public sector environments.
  • In-depth understanding of GDPR, the Data Protection Act, and public sector compliance frameworks.
  • Strong analytical and problem-solving skills, with a track record of managing complex datasets and making strategic recommendations.
  • Proven ability to communicate technical and legal concepts to diverse audiences.
  • Experience working with Oracle tools (or equivalent) and ideally in cloud or digital learning environments.
  • A Master’s degree or equivalent experience in Information Management, Computing Science, or related field.
