ASA Recruitment’s client, a Public Sector organisation in Barrhead, is currently looking to recruit a Factoring Officer, on an initial 9-week contract (with potential extensions) on a rate of c.£21.62/hour PAYE (based on experience).
Responsibilities
- To lead and be responsible for planning and delivering the organisation’s Factoring Service, ensuring that the organisation is compliant with all legislation relevant to operating a property factoring service, including all aspects of the Property Factors (Scotland) Act 2011 and Code of Conduct.
- To manage and assist the Factoring team in the delivery of the day-to-day factoring service where capacity requires additional input, e.g. owner liaison around maintenance, repairs, interpreting title deeds, costs apportionment and invoice management.
- To investigate and either respond directly or prepare a response for others, within the organisation’s current procedures and guidance, for any customer enquiries or complaints received relating directly or indirectly to the service, which may include tenants, owner/occupiers, Elected Members or resident’s associations
- The successful candidate will have experience of factoring in a social housing context, be knowledgeable of relevant legislation, and best practice/ procedures and have a commitment to excellent customer service.
- The team works with 1200 private owners of former Council houses, managing factoring responsibilities related to both day-to-day repairs and major capital projects.
Essential Experience
- Significant experience of delivering factoring services within a Local Authority Housing or RSL environment
- Knowledge, understanding, and experience of interpreting factoring legislation, including Property Factors (Scotland) Act 2011 and the Factoring Code of Conduct
- Previous experience managing and developing a factoring service, with knowledge of the social housing environment and relevant legislation
- Experience of delivering a social housing repairs service and development of relevant policy
- Ability to manage, support and mentor staff
- Ability to utilise Microsoft Office applications e.g. Word, Excel, PowerPoint
- Knowledge of industry-specific systems and software (Servitor, Housing Management systems, OPTI TIME, Covalent, Business Objects)
- Excellent negotiation and influencing skills
- Analytically minded, with ability to present complex data in a meaningful way
- Excellent verbal and written communication skills
- Ability to put the customer at the heart of delivering services
- Ability to work with the end in mind, understanding problems and being able to develop solutions to achieve positive outcomes
Desirable Experience
- Educated to Higher grade level or equivalent experience
- Desirable to have Housing Qualification, Membership, or ability to be a member, of a relevant professional body
- Has the customer in mind in the pursuit of positive outcomes
- Uses own initiative to seek guidance and / or assistance if goals or deadlines threatened
- Must be able to work to own initiative, and with little supervision
- Is empathetic with excellent emotional intelligence
- Understand the importance of effective team working
